Dear Mr. Youngblood:

In response to your letter dated March 14, 1983, CEI commits to submit a turbine maintenance program consistent with the recommendations of the turbine manufacturer's (General Electric) recommendations. These recommendations are found in GE TIL 857, " Inservice Inspection of 1500 and 1800 Nuclear Turbine Rotors", dated February 18, 1978. This program will address the inspection and maintenance methods and the surveillance interval to be used. The program will be based on GE's calculations of turbine missile generation prcbability.

CEI is already committed to perform turbine steam valve maintenance and surveillance as documented in Section 10.2 of NUREG-0887 Finally, CEI is willing to accept a licensing condition requiring periodic inspection and maintenance of the turbine low pressure rotor disk bores and keyways. The surveillance interval will be established after we review the vendor's recommendations. If the vendor's recommendations have not been submitted to the NRC within three years after licensing, CEI will perform vclumetric inspections of the turbine rotors in accordance with TIL 857.

The inspections will be staggered (i.e., one or two rotors each outage) to insure that all rotors are inspected at least every other refueling outage.

All three rotors will have been inspected by the end of the second refueling outage. This process will continue until the new surveillance interval is established.

We believe that this commitment will enable you to close Outstandind Issue #1.
