SUMMARY
OF JUNE 1, 2021, TELECONFERENCE WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS A PLANNED LICENSE AMENDMENT (EPID L-2021-LRM-0054)
On June 1, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff held a teleconference with representatives of Tennessee Valley Authority (the licensee) to discuss a planned license amendment request (LAR) for Browns Ferry Nuclear Plant (Browns Ferry), Units 1, 2, and 3.
The LAR will request a modification to cross-tie the control bay chillers at Browns Ferry, Units 1, 2, and 3. The meeting notice and agenda for this meeting, dated May 20, 2020, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML21141A115. The licensees slides for the meeting are available at ADAMS Accession No. ML21152A187. A list of attendees is enclosed. No regulatory decisions were made at this meeting.
The licensees presentation described its plan to modify the control bay chilled water systems at Browns Ferry to cross-connect the Unit 1/2 system with the Unit 3 system. The proposed modification would support the operability of the Unit 1 and Unit 2 electrical board rooms and would reduce the potential for a three-unit shutdown when the control bay chillers for Browns Ferry, Units 1 and 2, are inoperable. The proposed LAR would include temporary changes to the Technical Specifications (TSs) to support the installation and testing of the crosstie.
The NRC staff asked the licensee how flow balancing would be accomplished and whether it would be done once during the initial installation or every time the systems are cross-connected.
The licensee responded that flow balancing would be accomplished by adjusting the valves located between the systems to achieve the desired flow rate. Further, the licensee said that flow balancing would be performed once and that the valve positions would be marked such that the correct flow rate would be achieved each time the systems were cross-connected. The staff asked the licensee to describe the Emergency Direct Expansion Units and discuss whether the units were maintained in accordance with the requirements of Section 50.65, Requirements for monitoring the effectiveness of maintenance at nuclear power plants, of Title 10 of the Code of Federal Regulations. The licensee stated that the units are part of the Browns Ferry, Units 1, 2, and 3, design basis and are supplied by the Class 1E power system; however, the licensee indicated that the units are no longer considered safety-related. Regarding how they were maintained, the licensee was not able to provide any clarification during the meeting. The NRC staff stated that it would be helpful if the LAR contained a description of the function of the expansion units and a discussion of how they are maintained. Finally, the NRC staff asked the licensee what the intent of adding a proposed note to TS 3.0, Limiting Condition for Operation (LCO) Applicability, LCO 3.0.6 and to the applicability section of TS 3.8.7, Distribution Systems
- Operating. The licensee responded that the intent of adding the note to LCO 3.0.6 was to address the potential for entering into cascading TSs and the intent of adding the note to the
applicability section of TS 3.8.7 was to avoid having to repeat it throughout all of the applicable actions.
