REQUEST FOR ADDITIONAL INFORMATION We are continuing our review of your. request for amendment of your Amended Facility' Operating License for the Oregon State University TRIGA Research Reactor that 'was submitted on November 7,1988. During our review of your application for amendment, a' question has arisen for which we require additional information and clarification. Please provide a response to the enclosed Request For Additional Information within 90 days of the date of this letter. Following receipt of-the additional information we will continue our evaluation of your request. If you have any questions regarding this review, please contact me.at (301) 492-1121.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.95-511.

4 ENCLOSURE REQUEST FOR ADDITIONAL INFORMATION OREGON STATE UNIVERSITY DOCKET NO. 50-2a3 i 1. In your request for amendment of Technical Specification 3.1, your I suggested wording.is: "The reactor power level shall not intentionally be raised above 1.0 negawatt, except for pulsing operations." The use of the word " intentionally" could lead to situations where an over power situation has occurred that should be reported to the NRC or should be treated and investigated by the licensee and the NRC as a potential violation of the technical specifications but is not due to lack of intent on the part of the reactor operator. Such a case would be operator error. Please consider an alternative wording for this specification. Please define any terms used that could be subject to different interpretations and provide a safety evaluation of your proposal.
