EMERGENCY RESPONSE PLAN FOR OREGON STATE UNIVERSITY The staff of the Nuclear Regulatory Commission (NRC) has completed its review and evaluation of changes to the Energency Response Plan for the Oregon State University Radiation Center and TRIGA Reactor that you submitted on November 11, The changes were reviewed against 10 CFR 50.54(q)pliance with 10 CFR 50.54(

1988,'as supplemented on November 21, 1988 in com Based on.its review, the staff concludes that the changes, with the one exception outlined below, to the Emergency Response Plan for the Oregon State University Radiation Center maintains compliance with 10 CFR 50, Appendix E.

We have determined that the changes, with the exception of the proposed change outlined below, do not decrease the effectiveness of your approved plan, and are, therefore, acceptable.

One of your proposed changes decreases the effectiveness of the currently approved emergency plan. The proposed revision would change the line of succession for the Senior Health Physicist position so that if the staff Senior Health Physicist is not available, the Radiation Center Director will fill this position. This situation could potentially overburden the Radiation Center Director who would be the Emergency Director as well.

If the staff

. Senior Health Physicist is not available during an emergency, the Senior Health Physicist position should be filled'by an individual with health physics expertise whose sole responsibility is the radiological aspects of an emergency and who could assist the Emergency Director-in decisions in that area.

It is the NRC staff position, therefore, that this proposed change shob7d not be incorporated into the current emergency plan.
