SUBJECT:

PHYSICAL SECURITY PLAN CHANGES (TAC NO. MA5313)

Dear Dr. Binney:

This letter acknowledges receipt of your letter dated April 20,1999, which transmitted changes to the Oregon State University (OSU) TRIGA Reactor Physical Security Plan (PSP) submitted under the provisions of 10 CFR 50.54(p).

After limited screening of the changes, the NRC staff has determined that your proposed changes to Section 3.2.1 concerning the OSU security force and staffing levels on each operating shift is a reduction of the PSP commitments that reduces the effectiveness of the PSP. If this change to the PSP is desired by OSU an application for amendment of license should be submittea under 10 CFR 50.90 for review by the NRC. ' Until such time as the NRC approves a change to your PSP, please continue to follow the requirements of your PSP in this area prior to your 10 CFR 50.54 change.

For the other changes to the PSP discussed in your letter, based on your determination that the changes do not decrease the effectiveness of your security plan and after limited screening of the changes, no NRC approvalis required, in accordance with 50.54(p).

Implementation of these changes will be subject to inspection to confirm that the changes have not decreased the effectiveness of your security plan.

The enclosures to your letter contains safeguards information and will be withheld from public disclosure, in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
