Dear Dr. Binney:
' This letter acknowledges receipt of your letter dated June 15,1999, which transmitted changes to the Oregon State University TRIGA Reactor Physical Security Plan submitted under the l
provisions of Title 10, Code of Federal Regulations (10 CFR); Section 50.54(p).
Based on your determination that the changes do not decrease the effectiveness of your L
security plan and after limited screening of the changes, no U.S. Nuclear Regulatory l,
Commission (NRC or Commission) approval is required,'in accordance with 10 CFR 50.54(p).
l implementation of these changes will be subject to inspection to confirm that the changes have i
not decreased the effectiveness of your security plan.

The enclosures to your letter contain safeguards information and will be withheld from public l
disclosure. -In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will t;e placed in the NRC Public Document Room.
