Dear Dr. Parsons:
The Nuclear Regulatory Commission considers licensed Reactor Operators and Senior Reactor Operators to be a vital factor in the protection of the health.
and safety of the public. They are also, of course, a vital-factor in preventing damage to your facilities.
In recognition of the important role licensed operators fulfill in protecting the public, the Commission has directed that a certificate suitable for
- framing be issued to each such operator. In response'to this Commission direction, it is my pleasure to forward to you for presentation, a certificate
-for Arthur D. Hall.
It.is noted.that only one Reactor Operator or Senior Reactor Operator certificate will be. issued to an individual. It is also noted that the certificate is a recognition of achievement, not a license. Accordingly.
