Response to I & E Inspection Report No. 78-20 This letter is written in response to Reference (b) which indicates that one of our activities was not conducted in full compliance with Nuclear Regulatory requirements. This alleged infraction was noted during an inspection conducted on September 18-22, 1978, at the Vermont Yankee Nuclear Power Station in Vernon, Vermont. Infor=ation is submitted as follows in answer to the alleged infraction contained in the enclosure to your letter: Item: Technical Specification 6.5.B.1 requires that in lieu of the " control device" or alarm signal required by paragraph

20. 203 (c) (2) of 10 CFR 20, each high radiation area in which the intetisity of radiation is 1000 mrem /hr or less be barricaded and conspicuously posted as a high radiation area.

Contrary to the above requirement, on September 20, 1978, an entrance providing access to a high radiation area was posted as a radiation area and the barricade was not distin-guishable as a barricade to a high radiation area. This area included the reactor water cleanup pump cubicles and adjacent areas with radiation levels as high as 900 mrem /hr. Contrary to the above requirement, on September 20, 1978, an entrance on the 252 ft. elevation of the Reactor Building 790105OO/7 m

     ,       Attention: Office of Inspection and Enforcer;ent                        Page 2 leading to a high radiation area on a catwalk on top of the torus was not barricaded. Another entrance to the catwalk from the 213 ft. elevation of the Reactor Building was neither posted nor barricaded. Radiation levels on parts of the catwalk were as high as 200 mrem /hr.

Response: Plant personnel were reinformed and reminded of the require-ments for barricading and locking high radiation areas. The area in question above the reactor water cleanup pump rooms has become a locked high radiation area in order to preclude future occurrences. In addition, self-closing barriers will be constructed to replace the chains presently used to barricade permanent high radiation areas. This modification will be completed by January 1, 1979. We trust this information will be satisfactory. Should additional information be required, please feel free to contact me.
