On February 23, 1979, Mississippi Power & Light Company notified Mr. W.

B. Kenna, of your office, of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) co.,ctruction site. The deficiency concerns discrepancies in the design documentation for the Power Generation Control Complex (PGCC) panels and its asociated delivered hardware.

Our investigation into this matter has determined that it is reportable under 10CFR50.55(e) and Part 21. Mr. Virgil Brownlee of your office was contacted May 29, 1981, and formally notified of the reportability status of this deficiency. Our final report on this matter is attached.

An extension for the submittal of this 10CFR50.55(e) report (originally scheduled for 5/21/81) was obtained from Mr. Art Johnson of your of fice until 5/29/81.

4. Nature of the defect...and the safety hazard which...could be created by such defect...: .

A. Description of the Deficiency A deficiency was discovered in the Power Generation Control complex  !

(PGCC) panels, in that the "as shipped" panels do not match the "as shipped" drawings. The PGCC panels were supplied by the General Electric Company. This deficiency applied to Unit 1 only.

i B. Analysis of Safety Implications Based on the generic nature of the deficiency, significant degradation of the PGCC to control plant operations could have resulted, thereby adversely affecting the safety of operations of the plar.. .

In that the NC'S vendor had to: conduct an extensive evaluation to

-determine el + ts-built condition of the panels shipped to GGNS site; establish new design document control measures; and incorporate extensive design changes, MP&L feels that this deficiency meets the reportability requirements of 10CFR50.55(e)(1)(iii) and Part 21.

It should be noted that General Electric does not agree with our ,

5. The date on which the information of such defect...was obtained:

T:e deficiency was originally identified and reported to Mr. W. B. Kenna, Nuclear Regulatory Commission, as a Potentially Reportable Deficiency on February 23, 1979. Since that date, MP&L has filed nine(9) status reports to inform the Commission of the progress and status of this deficiency.

An evaluation for Part 21 has been compic.ted and the MP&L " Responsible Officer" Mr. J. P. McGaughy, Jr., will be notified when he returns to his office.

6. In the case of the basic component...the number and location of all such Components...:

Our knowledge of this deficiency is limited to GGNS Unit 1. The deficiency was identified and corrected prior to delivery of GGNS Unit 2 components.

7. The corrective action which has been taken. ...the name of the individual... responsible for the action; snd the length of time that has been....taken to complete the action.

A. Corrective Actions Taken The delivered hardware was compared to design documentation, and discrepancies were corrected through the NSSS vendor's Field Deviation Disposition Request (FDDR) procedure. Actions to prevent recurrence were taken by the NSSS vendor to incorporate checklists in the design records file, change the drawing control procedures, and change the inspection instructions. Additionally, MP&L will confirm the functional adequacy of the circuitry during pre-operational and startup testing.
