Dear Mr. Stello:

Re: Turkey Point Unit 4 Docket No. 50-251 0 eratin License DPR-41 In accordance with 10'CFR 50.30. Florida Power 8 Light Company submits herewith three (3) signed originals and forty (40) copies of a request to amend Facility Operating License DPR-41. The proposed amendment to Section 3.D.l of Operating License DPR-41 would require that the Unit 4 steam generator inspection be postponed 10 days. We are requesting this amendment to help ensure system reliability, and to increase operating flexibility. FPL may not have to utilize the entire extension; however, this contingency is necessary in order to provide sufficient time to ensure that Unit 3 is reliably in service prior to removing Unit 4 from service.

The proposed change to the Operating License is described in the follow-ing paragraph:

STEAM 'GENERATOR OPERATION

1. Turkey Point Unit 4 shall be brought to the cold shutdown condition in order to perform an inspection of the steam generators after six equivalent months and 10 equivalent days of Cycle 5 operation from September 22, 1978 Nuclear Regulatory Commission (NRC) approval shall be obtained before resuming power operation follow-ing this inspection. For the purpose of this requirement, equiv-alent operation is defined as operation with a reactor coolant temperature greater than 350OF.

The preventive plugging program which has been implemented on Unit 4 has been judged to be overly conservative with respect to justifying a six-month operating interval. Since that time, empirical evidence (i.e.,

operating history at Turkey Point Units 3 and 4 and inspection results at Surry) has confirmed the current plugging pattern to be overly conser-vative and capable of providing fot safe operations beyond the six effective operating months. Turkey Point Unit'4 has not been shutdown to repair a tube leak during the past five months of operation. No tube leakage has been detected 'diving this period.

Director of Nuclea Reactor Regulation Attention: Mr. Victor Stello, Director Division of Operating Reactors Page 2 Studies performed by our vendor and actual operating experience have shown that the denting phenomenon does not result in catastrophic tube failures. Tube failure due to the denting phenomenon is charac-terized by a slow increase in primary-to-secondary leakage. This leakage is easily detected allowing the unit to be shutdown and the leak repaired without exceeding any operating limits.

Significant degradation of the steam generators would be indicated by an increase in the frequency of tube leaks. The existing operating limits ensure that leakage rates remain low enough to assure safe and orderly shutdowns, and the required evaluations during shutdowns would provide assessment of current steam generator integrity, should leaks occur.

Turkey Point Unit 3 is scheduled to be on line on April 1, 1979, follow-ing a refueling and steam generator inspection.'t, Lucie Unit 1 is scheduled to shutdown for refueling on April 1, 1979. Turkey Point Unit 4 is currently required to shutdown for steam generator inspection on April 4, 1979.

We have been operating Unit 4 at reduced power to avoid shutting down Unit 4 before Unit 3 could be returned to service. Thi.s amendment will provide additional assurance that Turkey Point Units 3 and 4 and St.

Lucie Unit 1 will not need to be off line at the same time.

The Turkey Point Plant Nuclear Safety Committee and the Florida Power 5 Light Company Nuclear Review Board have reviewed this amendment request and have determined that it does not involve an unreviewed safety question, Very truly yours, Robert E.
