SUMMARY

OF DECEMBER 5, 2017, PUBLIC TELECONFERENCE WITH NUSCALE POWER, LLC, TO DISCUSS VARIOUS TOPICS RELATED TO CHAPTER 15, TRANSIENT AND ACCIDENT ANALYSES, AND CHAPTER 2, SITE CHARACTERISTICS AND SITE PARAMETERS, SECTION 2.5.4, STABILITY OF SUBSURFACE MATERIALS AND FOUNDATIONS, OF THE NUSCALE DESIGN CERTIFICATION APPLICATION (DOCKET NO.52-048)

On December 5, 2017, representatives of the U.S. Nuclear Regulatory Commission (NRC) and NuScale Power, LLC, (NuScale) held a public teleconference meeting. The purpose of this meeting was to discuss the following:

1. NuScales responses to the NRC staff Requests for Additional Information (RAI) No.

8771 related to Final Safety Analysis Report (FSAR) plots which describe the system response during a return to power for the Decay Heat Removal System scenario where Design Certification power is available (Agency Documents Access and Management System (ADAMS) Accession No. ML17146B291); and

2. NuScales supplemental response to RAI No. 9049 related to FSAR Chapter 2, Site Characteristics and Site Parameters, Section 2.5.4, Stability of Subsurface Materials and Foundations (ADAMS Accession No. ML17320B122).

SUMMARY

OF DECEMBER 5, 2017, PUBLIC TELECONFERENCE WITH NUSCALE POWER, LLC TOPIC 1:

NuScale Power, LLCs Response to Request for Additional Information No. 8771 The U.S. Nuclear Regulatory Commission (NRC) staff discussed NuScale Power, LLCs (NuScale or the applicant) response to Request for Additional Information (RAI) 8771 and asked why the response did not include some Final Safety Analysis Report (FSAR) plots that describe the system response during a return to power for the Decay Heat Removal System scenario where direct current (DC) power is available (sequence of events described in a new Table 15.0-16, untitled and yet to be provided). The plots, such as core average flow as a function of time, are relevant to the NRC staffs review and needed to inform a reasonable assurance finding for the return power analysis in FSAR, Section 15.0.6, Evaluation of a Return to Power.

Nuscale acknowledged the relevance of the plots and offered to provide them in a supplemental response to RAI 8771 within a months time.

TOPIC 2:

NuScale Supplemental Response to RAI No. 9049 (ML17320B122)

Background:

In a category 1 public meeting on October 31, 2017, the NRC staff discussed its feedback on NuScales response to RAI 9049 (ADAMS Accession No. ML17318A059).

In the response to RAI 9049, Question 02.05.04-3, the applicant provided information on Maximum Hydrostatic Pressure, Effective Lateral Pressure, Surcharge Loads, and Total Maximum Lateral Soil Pressure, and the applicant made a reference to FSAR Section 3.8.4.3.3, Earth Pressure (H). This response includes a pyramid graph and a table, which were not included in the FSAR. The NRC staff emphasized the need for this information in the FSAR, and on November 16, 2017, the applicant submitted a supplemental response to RAI 9049, Questions 02.05.04-2 and 02.05.04-3 addressing the staffs needs (ADAMS Accession No. ML17320B122).

During the December 5, 2017, category 1 public meeting, the NRC staff provided the following feedback on the applicants supplemental response of November 16, 2017:

1. Response to RAI 9049, Question 02.05.04-2 was acceptable and the NRC staff will confirm the FSAR markups in the next revision of the design certification application (DCA) when received.
2. The approach in the response to RAI 9049, Question 02.05.04-3 was acceptable to the extent that the applicant provided proposed markups in FSAR Section 3.8.4.3.3, and most of the details regarding static lateral earth pressure calculation are in the proposed Enclosure 1

markups. However, the description of lateral earth pressure in Section 3.8.4.3.3 is still not complete because: (a) it lacks the summary of dynamic earth pressure, and only mentions that it is developed from the SASSI2010 analyses of the standalone RXB and CRB models, and (b) it did not provide information on total lateral earth pressure to be comprised of both static and dynamic pressures. In RAI 8971, Question 03.08.04-14 related to FSAR Section 3.8.4, Other Seismic Category I Structures, the NRC staff asked the applicant to provide an evaluation of the dynamic lateral earth pressure.

NuScales response to this RAI Question is expected to address the NRC staffs needs conveyed to NuScale via RAI 9049, Question 02.05.04-3. During the meeting, the staff emphasized the need for the applicant to include in the response to RAI 8971, Question 03.08.04-14, a description on dynamic and total lateral earth pressures, and associated COL information item(s), particularly, since RAI 9049, Question 02.05.04-3 asked for earth pressure induced by both static and seismic loadings, and asked the applicant to provide associated COL information items. The applicant agreed to address these needs. The applicants response to RAI 8971, Question 03.08.04-14, is scheduled for submission by April 30, 2018.

There were no comments by members of the public.
