The following is fer your infor:ation concerning the evacuation plans for Houston County, Alabama in the event of an incident at the Joseph M. Farley Nuclear Plant.

Due to the fact that the area of Houston County surrounding the nuclear plant is prinarily rural, it is sparsely populated.

Through our planning and infor=ation received during exercises we have co=e to the conclusion that the ability to totally evacuate the entire ten =ile area would depend on several factors.

For example, if the incident occurred in the middle of the night it would be necessary to actually go door to door to notify residents-

Taking all of this into consideration, the enclosed infor=ation is a breakdown of the estimated for total evacuation.of each area iden-tified in our plan through the ten =ile area.

The estimated figure of 10,000 for the population of residents used in the attached : aterial was taken from the 1970 census and by actually surveying each area.

.J Although these schools are noted as special facilities-- they would not pose as a problem needing additional time for evacuacien. We feel that we could move the students faster than; we could cove the average citizen and we have made plans to do so.

l The time required for confir=ation of evacuation has been considered and is included in the figures enclosed. Instructions for securing the property (e.g., tying a handkerchief to A door or gate to indicate the occupant has-left the premises) will be given during the time of notifi-cation.

Continous notification will be given throughout the evacuation process utilizing the instant news =edia, public address syste=s or law enforce =ent vehicles and two aircraft equipped with public address sys-te=s.

At the present time the evacuation plan for Housten County extends only to the seven mile ring, however, we are in the process of expanding this plan to include the ten =ile ring. We have obtained the populati;n figures for the area between the seven and ten =ile ring and have inclu-ced the estimated time for evacuation of this area in the attached fig-g p ures. -

Concerning the actual process of evacuatien, we feel it would be cost expeditious to begin in the area closest to the site and work out-ward to the ten mile ring. This is due =ainly to the li=ited number of personnel is:ediately available to begin the evacuation. The attached time estimates for evacuation and confirmation do not reflect this pro-cedure.

Ab TO WHOM IT MAY CONCERN 2 A survey has been ccapleted to determine the number of occupied dwellings and number of accupants in Henry County who reside within a ten (10) mile radius of Tarley Nuclear Plant. The Survey was con-ducted under the direction of Civil Defense authorities of Henry County.

The area is included in a quadrant betwesn north and west-northwest, approximately 90 0. It is to be noted that only the area from a six (6) mile radius out to ten (10) miles falls within Henry County.

Estimates were determined by three represantatives driving all roads into the area and establishing contact with available occupants.

'

Where occupants were not available, neighbors verified total number of occupants in each dwelling.

The topography is predominately rolling farm land with i ~ roads either hard surfaced or readily useable under adverse weaths c.nditions.

All evacuation can be accomplished by either north or northwest travel on Highways 55, 53, 6 and 95.

- Following appropriate notification, :; proximately 30 minutes will be required to place deputy sheriffs or other county personnel in the aret to be evacuated and to prevent south bound tra!!ic from entering the area. All residents can be notified of emergency canditions within one and one-half (14) hours and verification that evacuation has been accomplished will :.ake one (1) additional hour. For night time hours undur incis'%nt weather con-ditions, approximately two (2) hours will be required to complete notifica-clon and an additional one and one-half (ik' hours for verification.

It is to be noted that there are no schools, industries, or hospitals in the described area.

The details regarding this survey are available from Civil Defense authorities, Henty County, Alabama.
