SUBJECT: COMANCHE PEAK NUCLEAR POWER PLANT, UNITS 1 AND 2, NRC SECURITY INSPECTION REPORT 05000445/2017403 AND

05000446/2017403

Dear Mr. Peters:

On February 15, 2017, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Comanche Peak Nuclear Power Plant, Units 1 and 2. The NRC inspector discussed the results of this inspection with Mr. S. Sewell, Director, Organizational Effectiveness, and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspector documented four findings of very low security significance (Green) in this report. These findings involved violations of NRC requirements. The NRC is treating these violations as a non-cited violation consistent with Section 2.3.2.a, of the Enforcement Policy.

If you contest the violations or significance of the non-cited violations, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001, with copies to the Regional Administrator, Region IV; the Director, Office of Enforcement, the Director, Office of Nuclear Security and Incident Response; and the NRC resident inspectors at the Comanche Peak Nuclear Power Plant.

If you disagree with a cross-cutting aspect assignment you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region IV and the NRC resident inspectors at Comanche Peak Nuclear Power Plant.

Four cross-cutting aspects were assigned to findings in the areas of problem identification and resolution, self-assessment, and evaluation. Specifically, the organization's routine assessments of its programs and practices were not sufficiently self-critical and objective. In addition, the organization failed to thoroughly evaluate issues to ensure that resolutions address causes and extent of conditions commensurate with their security significance.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, "Public Inspections, Exemptions, Requests for Withhol ding," of the NRC's "Rules of Practice and Procedure," a copy of this letter will be available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.

However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response "Security-Related Information - Withhold from Public Disclosure under 10 CFR 2.390" in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
