Dear Mr. Denton:

Enclosed with this letter you will find a transcript of a public hearing held July 16, 1980 on a proposed wastewater discharge permit for Union Electric Company's Callaway Power Plant near Reform, Missouri. The

. Missouri Department of Natural Resources conducted this hearing at my direction because of concerns expressed to me by Missouri citizens.

The purpose of the hearing was to allow the public a full role in the

, determination of policy regarding the proposed discharge into the Missouri River upstream of the water supplies of roughly 40% of the citizens of Missouri. ',

It is frustrating, yet perhaps not inappropriate, that Federal law all but eliminates state involvement in the regulation of radioactive omissions from nuclear power plants. Regardless of Federal law, when Missouri citizens express concerns about their general well-being and the public health, I as Governor must do all that is possible to minimize their concerns.

I do not underestimate the difficulty of dealing with this complex question.

At the hearing, arguments and evidence were submitted representing both sides of this critical question. I call on you to weigh the arguments on both sides fairly and dispassionately before issuance of an operating permit for this facility. I trust you will insure the public health and safety in evaluating alternatives to provide for the needs of our citizens, both now and in the future.
