Dear Mr. Lambe:

I must apologize for being so slow in responding to your letter of February 8, 1984.

I have delayed responding to give the Mayor and Council or the Adm. Dir./

City Clerk time to furnish their input on wheeling or on other related items.

At this time, I cannot furnish any additional information regarding wheeling.

Union Electric tis standing pat on their offer to negotiate individual wheeling contracts with the various municipal utilities instead of a blanket wheeling contract effecting any member of the Municipal Pooling Commission.

After the problems the City of Malden encountered with wheeling, I don't feel that individual wheeling contracts will ever become a reality without legal action.

If each municipal should have to resort to the courts at great legal expense such as the City of Malden had, we have sort of defeated our purpose and that is to furnish our customers with reliable, cheap energy.

I believe this to be nothing but another ploy by U.E. to keep the W3 rate group (municipals) totally reliant on them for energy needs. Over the years, because of excessive wholesale costs, surviving has become a challenge and I believe wheeling will become just another phase of the challenge.

I could be very wrong about Union Electric's intentions regarding wheeling, but having observed U. E.'s past performance involving rates and restrictions, I don't believe so.

I wish I could report a wheeling agreement had been ob-tained, but at this time, we are still at the starting gate.
