Re: Union Electric Company

Dear Mr. Denton:

During and subsequent to hearings in front of the Missouri Public Service Commission involving Union Electric Company's (the Company) application for authority to construct a 345 KV transmission line from its Callaway Nuclear Plant to Bland, Missouri, I became aware of the fact that the Company's environmental impact Statement (EIS) totally omitted any reference to the impact such lines would have upon the migrating pattern and mortality rate of wild fowl. The Missouri River which the line crosses is a primary migratory flight lane for the American Southern Bald Eagle, Canadian Goose, and numerous other species of wild fowl. The complete ommission in Chapter 5 of the EIS was overlooked by the State's Department of Conservation and the Federal Environmental Protection Agency.

A " Motion to Show Cause" will be forthcoming to request the NRC to order a review of that portion of the EIS and to order, if necessary, a rerouting of the transmission lines.

F.2d (1st Cir.1978), I believe the NRC nas the authority to " review and reroute".

Because of the potential " collision" of the Bald Eagle and the planned completion date of the Callaway Unit, I would request that you direct your staff to consider this problem as soon as possible.
