AECM-80/250, 10/13/80 On October 7, 1980, Mississippi Power & Light notified Mr.

John Rausch of your office of a Potentially Reportable Defi-ciency (PRD) at the Grand Gulf Nuclear Station construction site.

The deficiency concerns the use of uncertified torque wrench multipliers. This deficiency was noted by IE Inspection Report 50-416/30-19.

We have determined that the cited condition could have ad-versely affected the safety of plant operation and is therefore reportable under 10CFR50.55(e). The condition is not reportable under 10CFR21. A final status report is attached.

Attachment to AECM-SO/278 Page 1 of 1 FINAL STATUS REPORT ON PRD-80/62 I. Description of Deficiency IE Inspection Report 50-416/80-19 issued a notice of violation to MP&L concerning calibration and control procedures for torque wrench multipliers.

II. Resolution of the Deficiency The Constructor conducted a review that revealed that uncer-tified torque wrench multipliers had been used on the fol-lowing systems: Fuel Servicing Equipment System Residual Heat Removal System High Pressure Core Spray System Low Pressure Core Spray System The torque wrench multipliers were certified and all equip-ment affected was retorqued.

III. Status Retorquing of the equipment involved has now been completed and documented. The Constructor's quality control calibration certification procedures have been revised to include torque wrench multipliers.

IV. 10CFR21 Applicability it has been determined that 10CFR21 is not applicable becaused the equipment has not been offered to MPSL for acceptance.
