Dear Sir:

At the time the Reference (1) letter was submitted, it was assumed that the Temperature Dependent Shutdown Margin Technical Specification Amendment, Revision 0, (Reference 2) would be approved and therefore the Shutdown Margin graph, of Fig.

3.1-1A would be used for Cycle 1 operation. Based on that assumption, the Cycle 2 Shutdown Margin amendment, Attachment 2 of the Reference (1) letter, was developed accordingly. However, during the Cycle 2 reload review, an error in the Inadvertent Boron Dilution Event analysis was identified. As a result Technical Specification Amendment of the Reference '2) of'he

. letter, reanalysis, the concerning the Temperature Dependent-Shutdown Margin graph, required changing. Because of the change made to the Cycle 1 Shutdown Margin Technical Specification amendment graph the same change is required for the Cycle 2 graph. The justification for the change is given in the Reference (3) letter.

The change to the Cycle 2 amendment is the result of the Cycle 1 Technical Specification changes and not the Cycle 2 reanalysis, therefore, the reasons and justifications as discussed in the Reference (1) letter remain the same and only the graph requires replacement. Attached is the revised page.

By copy of this letter, we are also forwarding the revision to the appropriate state agency.
