LIQUID EFFLUENT SAMPLING AND FLOW MEASUREMENT LOCATION (TAC NO. L31071) AND PHYSICAL SECURITY PLAN REVISION 15 CHANGES

Dear Mr. Maas:

In accordance with your application dated April 23,1998, and pursuant to Part 70 of Title 10 of the Code of Federal Regulations, Materials License SNM-1227 is hereby amended to reflect the new location for liquid effluent sampling and flow measurement. Safety Condition S-1 has been revised to include the date of April 23,1998.

Safety Condition S-1 has also been revised to reflect the following changes:

1. The date of May 1,1997, has been added. This date was added by Amendment 1, but was mistakenly deleted by Amendment 10.
2. The dates of June 14 and August 22,1996; March 5, April 15, April 24, May 21, May 22, June 6 July 10, July 14, July 15, August 8, November 14, December 3, and December 30,1997; and January 12,1998 have been deleted. These dates represent submittals of supplementary information necessary to support amendment requests, but are not considered to contain additional Part I commitments. Several of the dates also identify revised license pages that have been superseded by subsequent submittals.

Therefore, Safety Condition S-1 will read as follows:

S-1 Authorized use: For use in accordance with the statements, representations,and conditions of Part i of the licensee's application dated October 28,1996, and supplements dated February 21, March 12, March 18, May 1, June 9, August 4, August 13, August 28, and September 29,1997; and February 6 and April 23,1998.

In a letter dated January 22,1998, you submitted Revision 15 to your physical protection plan entitled, 'Siemens Power Corporation Physical Protection Plan for Specia: Nuclear Material of Low Strategic Significance." By letter dated May 8,1998, we informed you that the changes are acceptable under the provisions of 10 CFR 70.32(e). Therefore, Safeguards Condition SG-2.1 has been revised to reflect the most current version of the physical security plan, as follows:
