SAFEGUARDS EVALUATION REPORT, PHYSICAL SECURITY PLAN REVISION 15 CHANGES, DATED JANUARY 1998 l BACKGROUND By application dated January 22,1998, the licensee submitted Revision 15 to their phys; cal security plan entitled, "Siemens Power Corporation Physical Protection Plan for Special Nuclear Material of Low Strategic Significance." By letter dated May 8,1998, the NRC informed the licensee that the t.hanges are acceptable under the provisions of 10 CFR 70.32(e).

QlSCUSSION This revision falls within the provisions of 10 CFR 70.32(e) and does not decrease security effectiveness. Specifically, it reflects administrative changes by changing the title "Vice President, Engineering and Manufacturing" to " Vice President, Manufacturing," and by subsequent format changes throughout the physical protection plan.

CONCLUSION The staff has reviewed the proposed Revision 15 of the physical protection plan and determined that the proposed changes meet regulatory requirements. Further, we have determined that the requested actions should have no adverse affect on the public health and safety or on the environment.
