SAFETY EVALUATION REPORT: LIQUID EFFLUENT SAMPLING AND FLOW MEASUREMENT LOCATION (TAC NO. L31071)
BACKGROUND By letter dated April 23,1998, the licensee requested amendment to Materials License SNM-1227 to reflect that liquid effluent sampling and flow measurement will be conducted at a new effluent monitoring station.
DISCUSSION The licensee discharges liquid effluents to the City of Richland's sewage system via a city lift station. The current license states that liquid effluent flow is measured at the lift station and that continuous samples of the liquid effluent are taken at a separate effluent monitoring station.
Approximately two years ago, the City of Richland relocated and increased the capacity of its lift station. At that time, the licensee began the process of relocating and upgrading its liquid effluent monitoring station, which was located inside the SPC perimeter fence. The monitoring station (s now located outside the perimeter fence, approximately 91.4 meters (300 feet) to the north of the city lift station. The staff has determined that the new monitoring location is acceptable because there are no additional licensee discharge connections to the Ene between the monitoring station and the city lift station. Both effluent sampling and flow measurement are now conducted at this new sampling location, which utilizes state of the art sampling and flow measurement equipment.
CATEGORICAL EXCLUSION The staff has determined that the folicwing conditions have been met:

There is no significant change in the types or significant increase in the amounts of any effluents that may be released offsite.

There is no significant increase in individual or cumulative occupational radiation l
exposure.
I 3.
There is no significant construction impact.
4.
There is no significant increase in the pctential for or consequences from radiological accidents.

Accordingly, pursuant to 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for this action.
CONCLUSION The proposed changes will not decrease the effectiveness of the licensee's effluent monitoring program and will not adversely affect worker or public health and safety or the environment.
Therefore, the staff recommends approval of this amendment request.
The Region IV inspection staff has no objection to the proposed licensing action.
