Dear Mr. Knighton:

The purpose of this letter is to provide our certification of the PVNGS "Final Draft" Technical Specifications dated December 21, 1984.

The above referenced letters provide the documentation of the process, proposed changes and negotiated changes as agreed upon by the NRC and APS in developing the PVNGS Technical Specifications.

In performing our final review using the December 21, 1984 "Final Draft" Technical Specifications, we found one item that needs to be changed. On Page 3/4 3-43 Item 3a and b, setpoints are reversed and need to be changed.

(See attached).

Upon completion of this change, I certify that to the best of my knowledge, the December 21, 1984 "Final Draft" Technical Specifications accurately reflect the plant, the FSAR and the SER analysis.
