beginning; i.e.; -ordering the racks either before the .applica- -

tion was filed or at.least during the proceedings.*. The Applicant cont.inues as if to be above the *law. We. _find it ..

extremely difficult to.understand how the applicant.can rerack whil~ a:ri appeal is pending resolution.. *

. It was our understanding~ that an initial decision directing an amendment to"an operating license would become ef'.feci;;ive unless a party had shown* good. cause,. subject to review by* the_ Commis'sion.
