Dear Mr. Chairman:

As a concerned citizen and engineer, I feel compelled to write to you concerning several issues relating to nuclear energy. These issues are of l concern not only to me but to many others I have talked with in recent "

l months. Please seriously consider the points I will discuss. l First, I believe we need nuclear energy as a significant component of our overall energy mix. Given this, I am very concerned over .the seeming lack of action on the part of the Commission regarding expeditious action on three completed or ready-to-operate nuclear plants. These are the Diablo Canyon units, Three Mile Island Unit 1, and the Salem 2 unit. While I appreciate the concern for safety and careful review of the licensing process (as every engineer I know of does), I feel that in the cases of these units the process has gone beyond the bounds of reasonable caution and is now dominated by political effects. I don't feel it is the function of the Commission to be dominated by adversary political groups. Our energy policy is too important be become a political football. I sincerely urge you and your fellow commissioners to expedite the full-power licensing of the Diablo Canyon and Salem 2 units, and the restart of Three Mile Island Unit 1.

Second, I. am concerned about indirect funding of intervenors by the government. While I believe that all citizens should have a voice in decisions by government agencies (where provided for by law in the established review or hearings process), it is another matter entirely to --

provide funding for particular groups. I encourage the Commission to l

  • carefully monitor and audit agency expeditures to assure that my and others l tax dollars are not being improperly spent, especially for those elements and groups whose avowed purpose is obstruction of productive endeavors and thus incurring more costs for the public in general.

I am sending capies of this letter to my congressional representatives to they will be auare of my views. Thank you for you consideration of this letter and my concerns.
