Washington, D.C. 20555 RE: NUREG-0553 Dear Dr. Salomon; I am interested in receiving a copy of NUREG-0553, which I believe is also called "Beyond Defense in Depth."

Please correct me if I am misinformed.

I would also like to state that I believe emergency planning for possible accidents at nuclear power plants is an extremely important contingency which most states and local municipalities are not equipped to deal with. Punds and special know-hew are lacking; such planning ought to be financed by the stock holders in public utilities, net by the taxpayers who are the potential victims of nuclear pzwer plant accidents.

I live within 50 miles of Salem I and II. The Nuclear Regulatory Commission does not feel that myself and my family would be in any danger in the event of an accident which released radiation into the atmosphere.

Despite the NRC 's atti tude, prevailing winds can carry radioactive particles to my neighborhood - beyond the 10 mile radius the NRC has established as the limits of concern. I sincerely hope you will also take into con-sideration establishing a more realtistic parameter for emergency action.
