MD2501 AND MD2502)On December 6, 2006, a Category 1 public meeting was held between the Nuclear RegulatoryCommission (NRC) and representatives of VEPCO at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss VEPCO's plans to submit for NRC staff approval a chilled water piping replacement in the main control room (MCR) and the emergency switchgear room (ESGR) air-conditioning system with four 45-day allowable outage time (AOT) entries over a 24-month period. A list of attendees is provided as Enclosure 1. VEPCO presented its purpose and plans to replace chilled water piping in the MCR and theESGR air-conditioning system with four 45-day AOT entries over a 24-month period. The concluding remarks provided by VEPCO discussed the chilled water piping replacement, fourtemporary 45-day AOT entries without shutting both units and the associated Technical Specification (TS) changes supported by risk analysis, operational restrictions and compensatory actions that will be in place during chilled water piping replacement, and a quick turnaround of the license amendment approval from NRC. During discussion, the NRC staff had concerns regarding TS changes and risk analysis.
