In the upcoming review of the Corps of Engineers'ublic notice regarding issuance of a Section 404 permit for project-associated work in the Columbia River, the Pish and Wildlife Service will, in all likelihood, not object to issuance of the permit provided that the following conditions are stipulated in the permit: 1.Water intakes will be screened such that the maximum size of openings is 3/8-inch and maximum approach velocity at the screen surface is.5 feet per second, so as to prevent entrainment of salmonid fry and smolts.2.In-river construction activity will be conducted during the timeframe of December through February when construction activities are least likely to impact salmonid spawning and migration.

Dear Mr. Schwencer:

We have reviewed the final environmental impact statement related to the operation of WPPSS Nuclear Project No. 2, Benton County, Washington. In the upcoming review of the Corps of Engineers'ublic notice regarding issuance of a Section 404 permit for project-associated work in the Columbia River, the Pish and Wildlife Service will, in all likelihood, not object to issuance of the permit provided that the following conditions are stipulated in the permit:

1. Water intakes will be screened such that the maximum size of openings is 3/8-inch and maximum approach velocity at the screen surface is .5 feet per second, so as to prevent entrainment of salmonid fry and smolts.
2. In-river construction activity will be conducted during the timeframe of December through February when construction activities are least likely to impact salmonid spawning and migration.

We hope these comments will be helpful to you.

Sincerely, ruce Blanchard, Director Environmental Project Review
