SUMMARY
OF FEBRUARY 15, 2018, PRE-APPLICATION MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A PLANNED LICENSE AMENDMENT REQUEST ASSOCIATED WITH MODIFICATIONS TO THE CONTROL BAY CHILLER SYSTEMS AT BROWNS FERRY NUCLEAR PLANT UNITS 1, 2, AND 3 (EPID L-2018-LRM-0009)
On February 15, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.
The purpose of the meeting was for TVA to present its planned license amendment request (LAR) regarding a design modification to utilize the Browns Ferry Unit 3 Control Bay Chiller as an alternate chilled-water source for Units 1 and 2 Electric Board Room Air Handling Units in order to support system operability.
The meeting notice and agenda, dated February 2, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML 18045A711.
A list of attendees is enclosed.
The licensee's presentation slides (ADAMS Accession No. ML 18045A 162) were provided prior to the meeting and the ADAMS Accession number associated with the slides was included in the meeting notice. During the meeting, the licensee described the plant configuration and prescribed the conditions resulting in the need for a Design Modification and LAR. The licensee also provided details on the proposed changes and its schedule for submittal and implementation of the LAR. The NRC staff asked clarifying questions and provided observations on key issues. The staff also communicated to the licensee that the General Design Criterion 5 evaluation would be very important for NRC staff review of the submittal and that compensatory measures should be considered where appropriate.
The licensee agreed with NRC staff's proposal that a technical or engineering audit may be needed as part of this review. No regulatory decisions were made and no actions were taken during the meeting. There were no members of the public represented in the meeting. No Public Meeting Feedback forms were received.
