OF THE MAY 12, 2009, MEETING TO DISCUSS A FUTURE AMENDMENT TO CONVERT THE KPS TECHNICAL SPECIFICATIONS (TS) TO THE IMPROVED STANDARD TS FORMAT (TAC NO. ME0247) On May 12, 2009, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with representatives of DEK at EXCEL Services Corporation offices located at 11921, Rockville Pike, Rockville, Maryland. The purpose of this meeting was to discuss issues related to DEK's future application for an amendment to convert the KPS Technical Specifications from the current custom format to the improved standard TS (ITS) format. A list of attendees is enclosed; no member of the public was present in the meeting.
The licensee's presentation, depicting its approach to the future processing of the proposed amendment, was outlined by the licensee's handout material (Agencywide Documents and Access Management System (ADAMS) Accession No.
ML091330111). The NRC staff discussed with the licensee various aspects of the approach. During the exchange, the following issues were specifically noted: The NRC staff stated that there is no identifiable benefit in aligning the review schedule of the KPS license renewal application with the review schedule of the ITS conversion application. The NRC staff recommended that the licensee base its upcoming control room habitability (CRH) amendment application on the current custom format. Based on the licensee's plan, the review of the CRH amendment application is expected to move in parallel with the review of the ITS amendment application. If at some time the licensee determines that the CRH amendment would be issued after the ITS amendment, the licensee can then supplement the CRH application with ITS pages. The NRC staff cited Monticello Amendment No. 148 (ADAMS Accession No.
ML062790015) as an example which was so supplemented with ITS pages. No portion of this meeting was closed to the public because no proprietary information was used by the participants. Before the meeting adjourned, licensee participants were given the opportunity to communicate with the NRC staff both verbally and through the use of public meeting feedback forms. No comment or feedback was received at this time.
