SUMMARY

OF JANUARY 18,2012, MEETING WITH DUKE ENERGY CAROLINAS, LLC, TO DISCUSS ONGOING MAJOR PROJECTS AT OCONEE NUCLEAR STATION, UNITS 1,2, AND 3 (ONS 1/2/3) On January 18, 2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas, LLC (the licensee) at the Oconee Nuclear Station, World of Energy, 7812 Rochester Highway, Seneca, South Carolina.

The purpose of the meeting was to provide for the NRC the status of the ongoing major projects at the Oconee Nuclear Station, Units 1, 2, and 3 (ONS 1/2/3). A list of attendees is enclosed.

The licensee presented information (See the licensee's handouts at Agencywide Documents Access and Management System (ADAMS) Accession No. ML12017A092). The licensee presented a summary of the status of the following major projects which are ongoing at ONS 1/2/3:

  • Digital Reactor Protective System (RSP) and Engineered Safeguards (ES) system
  • National Fire Protection Association (NFPA) Standard 805 Transition
  • Natural Phenomena Barrier System (NPBS)
  • Installation of Main Steam Isolation Valves (MSIVs) The licensee is currently replacing the existing RPS and ES systems in all three Oconee units with new state of the art digital systems. These systems are used to automatically safely shutdown the reactors and maintain the reactors in a safe and stable condition.

During the meeting the licensee indicated that the new RSP and ES systems had been installed, and are operational in Unit 1 (performed during the spring 2011 refueling outage). The licensee is preparing to install the systems in Unit 3 during the spring 2012 refueling outage, followed by installation at Unit 2 during the spring 2013 refueling outage. This upgrade gives the Oconee site additional protection against high winds and tornados.

The licensee will be installing new MSIVs for all three Oconee units. The MSIVs will provide additional margin to ensure high energy line breaks (HELBs) can be mitigated.

During the meeting, the licensee indicated that the initial scope of the MSIVs installation has been completed, the MSIV have been ordered from a vendor, and a detailed scope for the MSIVs installation is being developed.

The licensee's current schedule for installing the MSIVs is as follows:

  • Unit 1 -2014
  • Unit 2 -2015
  • Unit 3 -2016 The licensee is in the process of installing a new PSW system. The PSW system is a diverse system to other plant systems for the mitigation of fires, high energy line breaks (HELBs), and tornados.

The PSW system consists of new electrical power supplies for existing plant safety systems, as well as new pumps to remove decay heat from the reactor coolant system once the reactor is shutdown, if the normal plants systems are not available.

The installation of the PSW system will reduce the overall plant risk in the event of a fire, HELB, or a tornado at the Oconee site. During the meeting the licensee indicated that they are on schedule for the completion of the PSW system in July of 2012. Members of the public were in attendance at the meeting. Public Meeting Feedback forms were made available to the public. As of the date of this meeting summary, no comments have been received. If comments are received at a later date, they will be forwarded to the NRC Office of Nuclear Reactor Regulation, Senior Communications Analyst, who will forward them to the NRC Office of the Executive Director for Operations.

The public portion of the meeting concluded with one question from a member of the public. The NRC addressed the question.

The NRC and the licensee continued with the non-public portion of the meeting. This portion of the meeting was closed to the public because sensitive security related information was discussed.
