SECTION 2. PUMP AND VALVE TEST PROGRAM FOR THE OYSTER CREEK NUCLEAR GENERATING STATION 2.0 Introduction The pump and valve test programs for the Oyster Creek Nuclear Generating Station are presented as Appendices 2A, 2B, and 2C to this section of the Report. A summary of the contents of these' Appendices is included as Figure 2-1. Both programs were developed with consideration given to the boundary classification guidelines contained in 10 CFR 50.2(v) for Quality Group A and Regulatory Guide 1.26 for Quality Groups B and C.                                    (Quality Group A is the same as ASME Class 1, Group B is Class 2, and Group C is Class 3).                                  These programs will be in effect for the 120-month period commencing December 8, 1979, which marks one hundred twenty months from the start of commercial operation. Both programs are consistent with the 1978 "NRC Staff Guidance for Preparing Pump and Valve Test Program Descriptions and Associated Relief Requests Pursuant to 10 CFR 50.55a(g)," included as Appendix 2D.
2.1 Pump Test Program                                                                                                    ,

The pump test program shall be conducted in accordance with Subsection INP of Section XI of the 1974 Edition of the ASME Boller and Pressure Vessel Code through Summer 1975 Addenda, except for relief requested under the provisions of 10 CFR 50.55a(g) (5) (111).                    Table A, Appendix 2A, includes a list of pumps which require operational testing under the guidelines of I
Section XI, Subsection IWP-1100.              Specific requests for relief are presented as notes to Appendix 2A.            Test parameters which will be measured for each pump l          are indicated.            Installed plant instrumentation will be used for all required pump test measurements.

(3297B/4) 2.3 Category A Valves Valves for which seat leakage is important may generally be classified as pressure isolation valves, containment isolation valves or both pressure and containment isolation valves. Containment isolation valves (CIV) falling within the scope of ASME Section XI are tested in accordance with the Section XI requirements with the exception of the seat leakage tests (IWV-3420). The seat leakage testing of these valves meets the intent of Section XI, but the actual test procedures shall be in accordance with the 10 CFR 50, Appendix J, Type C, CIV test program. Accordingly, all CIV seat leak testing shall be performed in accordance with the requirements of 10 CFR 50, Appendix J, Type C, in lieu of the Category A requirements of Section XI. The specific Request for Relief is included as Note 21 to the valve test program, Appendix 2C.
Those pressure isolation valves within the scope of ASME Section XI shall be tested to meet the requirements of INV-3420. Pressure isolation valves are those valves located between high pressure and low pressure portions of systems whose function is to protect the low pressure portion of the system.
Those valves within the scope of ASME Section XI classified as pressure isolation and containment isolation valves shall be tested to meet the requirements of INV-3420 and the 10CFR 50, Appendix J Type C, CIV test program. The following designations will be used in the program for valve classification:
A (1) - Containment isolation valve only.
A (2) - Pressure isolation valve only.
A (3) - Pressure isolation and containment isolation valve.
These classifications will appear as a 1, 2 or 3 under Column A of the valve category in Appendix 2C, Table 1 and 3, as appilcable.

o (3297B/5) 2.4 Generic Code Reliefs 2.4.1      Increased Test Requirements Relief is requested from the increased test frequency requirements of INV-3410(c) (3) of Section XI for valves which are tested on a cold shutdown or refueling frequency basis. INV-3410(c) (3) is still applicable to valves tested on a quarterly basis. The specific Request for Relief is included as Note 22 to the valve test program, Appendix 2C.
2.4.2      System Out of Service Relief is requested from the requirements, for testing valves in systems which are out of service before returning those systems to operable status, per IHV-3410(f). These testing requirements are adequately covered in the Oyster Creek Technical Specifications and Plant Procedures.        The specific Request for Relief is included as Note 23 to the valve test program, Appendix 2C.
2.4.3    Corrective Action Relief is requested from the corrective action requirements of Paragraph IHV-3410(g) of Section XI. The requirement for corrective action of components in safety systems is adequately covered in the Limiting Conditions for Operation contained in the present Oyster Creek Technical Specifications.
The specific Request for Relief is included as Note 24 to the valve test program, Appendix 2C.

(32978/6) 2.5 Cold Shutdown Testing Oyster Creek will commence testing as soon as the cold shutdown condition is achieved, but no later than 48 hours after cold shutdown, and will continue until all tests are complete or the plant is ready to return to power. Any testing not completed at one cold shutdown will be performed during any subsequent cold shutdowns that may occur before refueling to meet the Code specified testing frequency. For planned cold shutdowns, where Oyster Creek
;      will complete all the valves identified in the IST program for testing in the cold shutdown mode, exception to the above 48 hour start time may be taken (refueling, etc.). In the case of frequent cold shutdowns, valve testing will not be performed more often than once every three months for Category A, B, and C valves.
2.6 Emergency Diesel Systems The inservice operability testing of pumps and valves associated with the Emergency Diesels are excluded from the enclosed test programs.                            These components are an integral part of the Emergency Diesel System and are functionally tested with each Emergency Diesel test.                            The diesels are functionally tested twice a month.                    Thus, the functional operability testing of the pumps and valves is performed at a frequency greater than that required by Section XI for either pumps or valves. Additionally, the failure of a pump or valve to perform its intended function will be identified by the failure of the associated Emergency Diesel to meet its functional requirements.

(32978/7) 2.7 Excess Flow Check Valves The excess flow check valves, as shown on Table 2-1, are included in this program as Category A containment isolation valves. Due to the unique design and function of these valves no Section XI exercising or seat leak tests can be performed an these valves. These valves are functionally exercised during refueling. The specific Request for Relief is included as Note 25 to the valve test program, Appendix 2C.

Note 1 SYSTEM:            All PUMPS:            All CATEGORY:          Varied FUNCTION:          Varled TEST REQUIREMENT:  Annual bearing temperature measurement for all pump bearings in accordance with INP-3300.
BASIS FOR RELIEF:  Vibration measurements taken on a quarterly basis are trended. Significant increases in these readings will necessitate further vibration measurement with the use of a real time spectrum analyzer to define the source of the increase. Use of the real time analyzer is a method to determine mechanical condition. Bearing temperature measurements therefore contribute a redundant measure of bearing condition and thus need not be performed.
ALTERNATE TESTING: A yearly vibration frequency spectrum analysis will be performed on all pumps.

NOTE 2 SYSTEM:          All PUMPS:            All CATEGORY:        Varied FUNCTION:        Varied TEST REQUIREMENT: A monthly test of all pump parameters per I!4P-3400.
BASIS FOR RELIEF: The intent of imposing the pump testing program is to provide assurance of an increa:ed level of plant safety obtained by verifying that the pumps are capable of performing their safety function. A monthly test provides such assurance; however, monthly testing also requires additional run times and unusual operation of the equipment necessary to drive the pump and to align the system for the test.
A penalty for increased usage and run time is increased equipment degradation and possibly failure. An optimized testing program would provide assurance of pump operability and have the least impact on the normal degradation of equipment expected over its service lifetime.
Extensive investigation has been conducted within the ASME Section XI Subgroup for inservice testing of pumps and valves concerning the optimization of the test frequency. The investigation has resulted in a revision to the code which requires a pump test frequency of nominally once every 3 months.

NOTE 3 SYSTEM:            All PUMPS:              All CATEGORY:          Varied FUNCTION:          . Varied TEST REQUIREMENT:  At least one displacement vibration amplitude (peak to peak composite) shall be read during each inservice test.
BASIS FOR RELIEF:  Velocity is used instead of displacement.
Velocity gives a better overall measure of machinery condition in the frequencies of interest. Between 600 and 60,000 counts per minute, vibration velocity is independent of frequency yellding a simple measure of vibration severity. The alert and action ranges are chosen based on industry expertence for these types of rotating equipment.

Table 2B-6 Symbols Used in the Test During Column The Codes used in this column indicate the plant operational status that must be achieved before a particular valve can be safely tested. For simplicity only the three following codes are used:
Test During                Plant Operational Status 3              Normal Operation. Valves in this category may be tested during normal operation without any adverse effects on operations or safety.
2              Cold Shutdown. Testing of valves in this category must be deferred until cold shutdown in order to avoid pos-ible adverse operational or safety situations.
1              Refueling. Testing of valves in this category must be deferred until the plant is in a refueling mode in order to avoid possible adverse operational or safety situations. For Category E valves and passive valves, this symbol indicates that log entries and/or operational checks are made as required during all plant conditions.

NOTE I SYSTEM:            Reactor Shutdown Cooling VALVES:            V17-1, V17-2, V17-3, V17-19, V17-54, V17-55, V17-56, V17-57 CATEGORY:          B CLASS:            1 FUNCTION:          These valves function to provide isolation of the shutdown cooling system from the reactor recirculation system. They open to allow operation of the shutdown cooling system (non-safety related in the open direction).
TEST REQUIREMENT:  Every three months, per INV-3410.
BASIS FOR RELIEF:  Valves V17-19 and V17-54 are interlocked and will not open when reactor coolant temperature is greater than 350*F. This only occurs during cold shutdown. Since the safety related function of these valves is to isolate the shutdown cooling system, the cycling of valves V17-1,2,3,55,56, and 57 during power operation would degrade their isolation function and, hence, the safety of the plant.
ALTERNATE TESTING: These valves will be tested on a cold shutdown frequency, when coolant temperature is below 350*F.

CLASS:                        1 FUNCTION:                    The main steam isolation valves provide containment isolation of the Main Steam lines.
TEST REQUIREMENT:            Excercise valve (with fail-safe actuators) to observe proper operation of fall-safe mechanisms every three (3) months per INV-3410.
BASIS FOR RELIEF:            These valves are air operated and have fall safe operators that are required to close the valves with no air assist.
These valves currently cannot be tested every 3 months or during cold shutdown unless drywell access is available due to the configuration. Drywell entry is required to observe the operators function properly per INV-3410(e).
ALTERNATE TESTING: These valves will be fall safe tested during cold shutdown when drywell access is available and during refueling outages.

SECTION 2. PUMP AND VALVE TEST PROGRAM FOR THE OYSTER CREEK NUCLEAR GENERATING STATION 2.0 Introduction The pump and valve test programs for the Oyster Creek Nuclear Generating Station are presented as Appendices 2A, 2B, and 2C to this section of the Report. A summary of the contents of these' Appendices is included as Figure 2-1. Both programs were developed with consideration given to the boundary classification guidelines contained in 10 CFR 50.2(v) for Quality Group A and Regulatory Guide 1.26 for Quality Groups B and C. (Quality Group A is the same as ASME Class 1, Group B is Class 2, and Group C is Class 3). These programs will be in effect for the 120-month period commencing December 8, 1979, which marks one hundred twenty months from the start of commercial operation. Both programs are consistent with the 1978 "NRC Staff Guidance for Preparing Pump and Valve Test Program Descriptions and Associated Relief Requests Pursuant to 10 CFR 50.55a(g)," included as Appendix 2D.

2.1 Pump Test Program ,

The pump test program shall be conducted in accordance with Subsection INP of Section XI of the 1974 Edition of the ASME Boller and Pressure Vessel Code through Summer 1975 Addenda, except for relief requested under the provisions of 10 CFR 50.55a(g) (5) (111). Table A, Appendix 2A, includes a list of pumps which require operational testing under the guidelines of I

Section XI, Subsection IWP-1100. Specific requests for relief are presented as notes to Appendix 2A. Test parameters which will be measured for each pump l are indicated. Installed plant instrumentation will be used for all required pump test measurements.

y (32978/3) 2.2 Valve Test Program The valve test program shall be conducted in accordance with Subsection INV of Section XI of the 1974 Edition of the ASME Boller and Pressure Vessel Code through the Summer 1975 Addenda, except for relief requested under the provisions of 10 CFR 50.55a(g) (5) (111). The valve test program is included as Appendix 2C. The codes and symbols used to abbreviate the tables in

(3297B/4) 2.3 Category A Valves Valves for which seat leakage is important may generally be classified as pressure isolation valves, containment isolation valves or both pressure and containment isolation valves. Containment isolation valves (CIV) falling within the scope of ASME Section XI are tested in accordance with the Section XI requirements with the exception of the seat leakage tests (IWV-3420). The seat leakage testing of these valves meets the intent of Section XI, but the actual test procedures shall be in accordance with the 10 CFR 50, Appendix J, Type C, CIV test program. Accordingly, all CIV seat leak testing shall be performed in accordance with the requirements of 10 CFR 50, Appendix J, Type C, in lieu of the Category A requirements of Section XI. The specific Request for Relief is included as Note 21 to the valve test program, Appendix 2C.

Those pressure isolation valves within the scope of ASME Section XI shall be tested to meet the requirements of INV-3420. Pressure isolation valves are those valves located between high pressure and low pressure portions of systems whose function is to protect the low pressure portion of the system.

Those valves within the scope of ASME Section XI classified as pressure isolation and containment isolation valves shall be tested to meet the requirements of INV-3420 and the 10CFR 50, Appendix J Type C, CIV test program. The following designations will be used in the program for valve classification:

A (1) - Containment isolation valve only.

A (2) - Pressure isolation valve only.

A (3) - Pressure isolation and containment isolation valve.

These classifications will appear as a 1, 2 or 3 under Column A of the valve category in Appendix 2C, Table 1 and 3, as appilcable.

o (3297B/5) 2.4 Generic Code Reliefs 2.4.1 Increased Test Requirements Relief is requested from the increased test frequency requirements of INV-3410(c) (3) of Section XI for valves which are tested on a cold shutdown or refueling frequency basis. INV-3410(c) (3) is still applicable to valves tested on a quarterly basis. The specific Request for Relief is included as Note 22 to the valve test program, Appendix 2C.

2.4.2 System Out of Service Relief is requested from the requirements, for testing valves in systems which are out of service before returning those systems to operable status, per IHV-3410(f). These testing requirements are adequately covered in the Oyster Creek Technical Specifications and Plant Procedures. The specific Request for Relief is included as Note 23 to the valve test program, Appendix 2C.

2.4.3 Corrective Action Relief is requested from the corrective action requirements of Paragraph IHV-3410(g) of Section XI. The requirement for corrective action of components in safety systems is adequately covered in the Limiting Conditions for Operation contained in the present Oyster Creek Technical Specifications.

The specific Request for Relief is included as Note 24 to the valve test program, Appendix 2C.

(32978/6) 2.5 Cold Shutdown Testing Oyster Creek will commence testing as soon as the cold shutdown condition is achieved, but no later than 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> after cold shutdown, and will continue until all tests are complete or the plant is ready to return to power. Any testing not completed at one cold shutdown will be performed during any subsequent cold shutdowns that may occur before refueling to meet the Code specified testing frequency. For planned cold shutdowns, where Oyster Creek

will complete all the valves identified in the IST program for testing in the cold shutdown mode, exception to the above 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> start time may be taken (refueling, etc.). In the case of frequent cold shutdowns, valve testing will not be performed more often than once every three months for Category A, B, and C valves.

2.6 Emergency Diesel Systems The inservice operability testing of pumps and valves associated with the Emergency Diesels are excluded from the enclosed test programs. These components are an integral part of the Emergency Diesel System and are functionally tested with each Emergency Diesel test. The diesels are functionally tested twice a month. Thus, the functional operability testing of the pumps and valves is performed at a frequency greater than that required by Section XI for either pumps or valves. Additionally, the failure of a pump or valve to perform its intended function will be identified by the failure of the associated Emergency Diesel to meet its functional requirements.

(32978/7) 2.7 Excess Flow Check Valves The excess flow check valves, as shown on Table 2-1, are included in this program as Category A containment isolation valves. Due to the unique design and function of these valves no Section XI exercising or seat leak tests can be performed an these valves. These valves are functionally exercised during refueling. The specific Request for Relief is included as Note 25 to the valve test program, Appendix 2C.

Note 1 SYSTEM: All PUMPS: All CATEGORY: Varied FUNCTION: Varled TEST REQUIREMENT: Annual bearing temperature measurement for all pump bearings in accordance with INP-3300.

BASIS FOR RELIEF: Vibration measurements taken on a quarterly basis are trended. Significant increases in these readings will necessitate further vibration measurement with the use of a real time spectrum analyzer to define the source of the increase. Use of the real time analyzer is a method to determine mechanical condition. Bearing temperature measurements therefore contribute a redundant measure of bearing condition and thus need not be performed.

ALTERNATE TESTING: A yearly vibration frequency spectrum analysis will be performed on all pumps.

NOTE 2 SYSTEM: All PUMPS: All CATEGORY: Varied FUNCTION: Varied TEST REQUIREMENT: A monthly test of all pump parameters per I!4P-3400.

BASIS FOR RELIEF: The intent of imposing the pump testing program is to provide assurance of an increa:ed level of plant safety obtained by verifying that the pumps are capable of performing their safety function. A monthly test provides such assurance; however, monthly testing also requires additional run times and unusual operation of the equipment necessary to drive the pump and to align the system for the test.

A penalty for increased usage and run time is increased equipment degradation and possibly failure. An optimized testing program would provide assurance of pump operability and have the least impact on the normal degradation of equipment expected over its service lifetime.

Extensive investigation has been conducted within the ASME Section XI Subgroup for inservice testing of pumps and valves concerning the optimization of the test frequency. The investigation has resulted in a revision to the code which requires a pump test frequency of nominally once every 3 months.

NOTE 3 SYSTEM: All PUMPS: All CATEGORY: Varied FUNCTION: . Varied TEST REQUIREMENT: At least one displacement vibration amplitude (peak to peak composite) shall be read during each inservice test.

BASIS FOR RELIEF: Velocity is used instead of displacement.

Velocity gives a better overall measure of machinery condition in the frequencies of interest. Between 600 and 60,000 counts per minute, vibration velocity is independent of frequency yellding a simple measure of vibration severity. The alert and action ranges are chosen based on industry expertence for these types of rotating equipment.

Test During Plant Operational Status 3 Normal Operation. Valves in this category may be tested during normal operation without any adverse effects on operations or safety.

2 Cold Shutdown. Testing of valves in this category must be deferred until cold shutdown in order to avoid pos-ible adverse operational or safety situations.

1 Refueling. Testing of valves in this category must be deferred until the plant is in a refueling mode in order to avoid possible adverse operational or safety situations. For Category E valves and passive valves, this symbol indicates that log entries and/or operational checks are made as required during all plant conditions.

They open to allow operation of the shutdown cooling system (non-safety related in the open direction).

TEST REQUIREMENT: Every three months, per INV-3410.

BASIS FOR RELIEF: Valves V17-19 and V17-54 are interlocked and will not open when reactor coolant temperature is greater than 350*F. This only occurs during cold shutdown. Since the safety related function of these valves is to isolate the shutdown cooling system, the cycling of valves V17-1,2,3,55,56, and 57 during power operation would degrade their isolation function and, hence, the safety of the plant.

ALTERNATE TESTING: These valves will be tested on a cold shutdown frequency, when coolant temperature is below 350*F.

BASIS FOR RELIEF: A high pressure seat leak test is specified to ensure that pressure protection is provided from high pressure to low pressure safety systems. Piping upstream of this check valve is designed to the same requirements as the reactor (back to the Clean-up pump discharge). In addition, the low pressure portion of the piping upstream of V-16-62 is non-class, non-safety designation. No high pressure seat leak test will be performed.

ALTERNATE TESTING: This valve is tested under the Appendix J program and receives a low pressure seat leak test each refueling outage. This type of check valve would tend to seat more tightly during a high pressure test with the result being less leakage. Therefore, the low pressure test not only provides information as to the valve condition but is also a conservative indication of seat leakage.

CLASS: 1 FUNCTION: The main steam isolation valves provide containment isolation of the Main Steam lines.

TEST REQUIREMENT: Excercise valve (with fail-safe actuators) to observe proper operation of fall-safe mechanisms every three (3) months per INV-3410.

BASIS FOR RELIEF: These valves are air operated and have fall safe operators that are required to close the valves with no air assist.

These valves currently cannot be tested every 3 months or during cold shutdown unless drywell access is available due to the configuration. Drywell entry is required to observe the operators function properly per INV-3410(e).

ALTERNATE TESTING: These valves will be fall safe tested during cold shutdown when drywell access is available and during refueling outages.

TEST REQUIREMENT: Full stroke exercise every three months, per INV-3410.

BASIS FOR RELIEF: The only method available to verify that this valve shuts (which is its safety related function) is via the Appendix J seat leak test performed during refueling outages.

ALTERNATE TESTING: This valve will be exercised during the Appendix J Type C

TEST REQUIREMENT: Full stroke exercise and stroke time every three months, per INV-3410.

BASIS FOR RELIEF: Full stroke exercising of this valve isolates instrument air from the Main Steam Isolation Valves. Isolating the air supply could cause the MSIV's to begin to close causing unwanted transients.

ALTERNATE TESTING: During cold shutdown and during refueling outages this valve will be full stroke exercised and timed.
