Dear Sir:

As documented in NRC Inspection Report No. 50-528/84-56, ANPP has a program to verify credentials of Quality Assurance and Quality Control personnel at PVNGS. At the time of the NRC Inspection in December, 1984, this program had been completed for APS and Bechtel QA and QC staff, but the Bechtel sub-contractor verification actions were incomplete.

The verification of subcontractor QA and QC personnel has now been completed.

This verification activity was accomplished by the individual subcontractors in a manner similar to the ANPP program. Subcontractors involved in this effort included Champion Incorporated, Ertec, Honeywell, Waldinger, Western Technologies and Combustion Engineering. Combustion Engineering did a reveri-fication of credentials for a sample of their QA/QC personnel rather than a 100% reverification. Other subcontractors, such as Adhesive Engineering, Clark Painting, Concrete Coring, Engineered Air Balance and GEO, were excluded because all QA/QC functions were accomplished by Bechtel either directly in line with on-going work activities or through overview and reinspection.

One subcontractor, Western Concrete Structures, certified inspectors by proficiency testing based on ANSI N45.2.6-1973, after training. Bechtel QC performed a significant amount of surveillances of the subcontractors'ork by assigning a full-time QC Inspector to monitor subcontractors'ork. Based on this method of certification and surveillance, verification of QA/QC for Western Concrete Structures was not performed. Documented evi- employees'reditials dence of training and achievement of proficiency is available for these people and along with the verification of education and experience which was previously performed, sufficiently substantiates the adequacy of the inspectors'ualifi-cations.
