Bypass Testing Fiber Debris Preparation

Differences between 2006 and 2008 fiber debris preparation methods were minor:

Fibers not baked in 2006 Fibers leaf shredded in 2006 and hand cut in 2008

CCI fiber preparation methodology is generally consistent with the January 2012, NEI guidance with a few minor deviations:

Hot plate heating versus oven baking Fiber to water ratio prior to blasting
