DISCHARGE OF DIESEL FUEL OIL FROM PUBLIC SERVICE ELECTRIC AND GAS (PSE&G) SALEM GENERATING STATION (CASE #92-05-10-0815-03)

Per the requirements of NJAC 7:1E-5.8, PSE&G has prepared the attached report confirming a discharge of approximately 2 gallons of diesel fuel oil to the ground north of the Salem service water intake structure.

The discharge, which occurred at the above facility on May 10, 1992 occurred entirely within PSE&G.property and no injuries resulted.

Since there is no "Reportable Quantity" (RQ) for diesel fuel oil under 40 CFR 302.4, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC), as required under 10 CFR 50.72, Significant Events. PSE&G believes that it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration.

As a result of this discharge, PSE&G has investigated this incident, cleaned up the affected area, and has taken measures to prevent similar discharges in the future. ThA FnArav.Peoole

DISCHARGE CONFIRMATION REPORT -SUPPLEMENTAL INFORMATION RELATED TO DISCHARGE OF DIESEL FUEL OIL AT SALEM GENERATING STATION -CASE # 92-05-10-0815-03 MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Personnel at the site placed oil absorbant pads on the ground to absorb the oil and containments around the equipment to collect additional potential spills. The spill area was excavated and the affected soil and gravel placed in a 55 gallon drum for disposal as hazardous waste. Approximately 7.4 cubic feet of soil and gravel were collected.

On June 5, PSE&G requested a 60 day extension for the submission of this Discharge Confirmation Report in order to determine if the excavated soil should be classified as hazardous or non-hazardous waste. Upon further investigation of the equipment and processes utilized in the affected area it was determined that the soil would be classified as hazardous.

The drum of soil and gravel was manifested as Oil Spill Cleanup Residue, D;o.T. non regulated, and removed from site on June 23. A copy of the manifest has been included as Attachment 1 to this spill report package. The estimated cleanup cost for this spill is $ 1000.00. CORRECTIVE MEASURES:

The tanker trucks faulty fill nozzle, identified as a probable cause of discharge, was replaced.

When the temporary equipment was set up, containments were place in perceived potential spil*l areas. After the discharge was identified in an area lacking containment additional containment structures were placed in the area. Additionally, a memo was circulated to the general managers and managers on site reiterating the importance of timely spill response and appropriate spill prevention procedures.

It was made clear that all personnel are responsible for taking necessary precautions in spill prevention, especially when transferring fuel oil or other hazardous materials.
