SUMMARY

OF THE APRIL 1, 2008, PUBLIC MEETING TO DISCUSS THE 2007 KEWAUNEE END-OF-CYCLE PERFORMANCE ASSESSMENT On April 1, 2008, the Nuclear Regulatory Commission (NRC) held a public meeting at the Fox Hills Resort Conference Center in Mishicot, Wisconsin. The meeting was between NRC Region III management and Dominion Energy Kewaunee, Inc., representatives to discuss the NRC's 2007 End-of Cycle Assessment of the Kewaunee Power Station's safety performance. The results of that assessment were discussed in a letter to the licensee dated March 3, 2008 (ADAMS ML080600292). The letter requested that the licensee discuss at the meeting its perspective on the assessment and the progress of its actions to address the repetitive substantive cross-cutting issues in human performance and problem identification and resolution.

The NRC began the meeting with an overview of the NRC, the NRC's Reactor Oversight Process (ROP), national ROP results, and the Action Matrix. This was followed by a summary of the NRC's assessment of Kewaunee performance in 2007. The NRC's meeting presentation slides can be found in ADAMS at ML080940530. A list of principal meeting attendees can be found in the attached enclosure.

The licensee then provided its perspective on the assessment and discussed its progress in addressing the repetitive substantive cross-cutting issues. The licensee's meeting presentation handout can be found in ADAMS at ML080940554. In summary, the licensee believed that confidence from the NRC was warranted in the licensee's ability to address the substantive cross-cutting issues because of various plans, metrics, and procedures in place and because of station and corporate commitment to improve.

At the end of the meeting, members of the public were given the opportunity to ask questions of NRC officials.
