| Progress Report: Report of the April 14, 1987, Remedial Exercise of the Washington Offsite Radiological Emergency Preparedness Plans for the WNP-2 Nuclear Power Plant.On February 19, 1987, the Federal Emergency Management Agency (FEtQ)trans-mitted to the U.S.Nuclear Regulatory Commission (NRC)the report of the September 18, 1986, exercise of the State of Washington offsite ragological emergency plans for the WNP-2 Nuclear Power Plant.This was a joint, full participation exercise for the State and Benton and Franklin Counties.These two counties are impacted by the WNP-2 10-mile plume exposure emergency planning zone (EPZ).In the September 18, 1986, exercise there were six deficiencies and one plan inadequacy observed.The original exercise report also'ndicated that other plan revisions would be required.Based on the exercise deficiencies and the need for plan revisions, FEMA withheld a finding of reasonable assurance that the public health and safety can be protected, pending the results of the scheduled corrective actions.Attached is a report on the Apri l 14, 1987, remedial exercise that resolved most of the exercise and plan deficiencies noted above.The report was prepared by FEMA Region X and dated September 25, 1987.As indicated, there has been considerable progress in the improvement of offsite radiological emergency preparedness. | | Progress Report: Report of the April 14, 1987, Remedial Exercise of the Washington Offsite Radiological Emergency Preparedness Plans for the WNP-2 Nuclear Power Plant. |
| A remaining deficiency was addressed in two remedial exercises conducted on June 3, 1987, and August 12, 1987, that were concerned with the failure to meet the 45-minute criterion related to alerting and notifying the public in the 5-to 10-mile portion of 1)the WNP-2 EPZ and 2)the Outdoor Recreation Vehicle Park.These last two exercises are still undergoing analysis and processing by FEMA.However, current analysis by FEMA indicates there is still a considerable amount of improvement to be 8710290322 871022 PDR ADOCK 05000397 F PDR achieved in offsite radiological emergency planning and preparedness before the negative finding stipulated in the FEMA memorandum of February 19, 1987, can be remedied.Therefore, FEMA continues to withhold a finding of reasonable assurance that the public health and safety can be protected, pending the results of FEMA processing and evaluation of the last two remedial exercises. | | On February 19, 1987, the Federal Emergency Management Agency (FEtQ) trans-mitted to the U. Progress Report: Report of the April 14, 1987, Remedial Exercise of the Washington Offsite Radiological Emergency Preparedness Plans for the WNP-2 Nuclear Power Plant.
On February 19, 1987, the Federal Emergency Management Agency (FEtQ) trans-mitted to the U. S. Nuclear Regulatory Commission (NRC) the report of the September 18, 1986, exercise of the State of Washington offsite ragological emergency plans for the WNP-2 Nuclear Power Plant. This was a joint, full participation exercise for the State and Benton and Franklin Counties . These two counties are impacted by the WNP-2 10-mile plume exposure emergency planning zone (EPZ).
In the September 18, 1986, exercise there were six deficiencies and one plan inadequacy observed. The original exercise report also'ndicated that other plan revisions would be required. Based on the exercise deficiencies and the need for plan revisions, FEMA withheld a finding of reasonable assurance that the public health and safety can be protected, pending the results of the scheduled corrective actions.
Attached is a report on the Apri l 14, 1987, remedial exercise that resolved most of the exercise and plan deficiencies noted above. The report was prepared by FEMA Region X and dated September 25, 1987. As indicated, there has been considerable progress in the improvement of offsite radiological emergency preparedness. A remaining deficiency was addressed in two remedial exercises conducted on June 3, 1987, and August 12, 1987, that were concerned with the failure to meet the 45-minute criterion related to alerting and notifying the public in the 5- to 10-mile portion of 1) the WNP-2 EPZ and
- 2) the Outdoor Recreation Vehicle Park. These last two exercises are still undergoing analysis and processing by FEMA. However, current analysis by FEMA indicates there is still a considerable amount of improvement to be 8710290322 871022 PDR ADOCK 05000397 F PDR
achieved in offsite radiological emergency planning and preparedness before the negative finding stipulated in the FEMA memorandum of February 19, 1987, can be remedied. Therefore, FEMA continues to withhold a finding of reasonable assurance that the public health and safety can be protected, pending the results of FEMA processing and evaluation of the last two remedial exercises.
When FEMA completes its evaluation,,we will advise NRC of the results.

WNP-2 Nuclear Power Plant .Remedial Exercise (April 14, 1987)
In accordance with the policies and particulars established in the SLPS memorandum of August 5, 1983, 44 CFR 350.9, and Guidance Memorandums EX-1 and PR-l, attached is FEMA RX's report on the WNP-2 Nuclear Power Plant Remedial Exercise that was held on April 14, 1987.
It is the Region's assessment that this exercise provided adequate opportunity to test response capabilities of the various organizations.
It is our position, based upon this evaluation and overall assessment of preparedness issues, that the previously stated response deficiencies were adequately addressed, and the one remaining plan deficiency will be resolved by formal Plan and Procedure revisions currently in progress.
The recommendations for corrective actions have been discussed with the exercise participants and preliminary concurrence in our evaluation and recommendations has been indicated by all response agencies and FEMA National.
In accordance with 44 CFR 350.12, it is the Region's position that before we can state that reasonable assurance for the general public's health and safety is afforded, we require review of remedial actions and evaluation of the remaining remedial drills. We therefore withhold our assessment. We will advise your office when these items are completed to FEMA RX's satisfaction.
