On December 19, 2019, Holtec Decommissioning International, LLC (HDI) submitted to the U.S. Nuclear Regulatory Commission (NRC) a letter enclosing the Post-Shutdown Decommissioning Activities Report (PSDAR) and the Site-Specific Decommissioning Cost Estimate (DCE) for Indian Point Nuclear Generating, Unit Nos. 1, 2, and 3 (Indian Point Energy Center (IPEC)), contingent upon the transfer of the IPEC licenses to HDI. The PSDAR and DCE have been made publicly available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19354A698. The IPEC license transfer transaction closed on May 28, 2021 (ADAMS Accession No. ML21147A553). Accordingly, the purpose of this letter is to inform you that the NRC staff will publish a notice in the Federal Register of receipt and availability of the PSDAR and DCE and informing the public of a meeting to discuss and accept comments on the PSDAR and DCE. It is the NRC staffs intention to hold this meeting in person and in the vicinity of the IPEC site during the 120-day public comment period. The date, time, and location of the meeting will be provided in a future Federal Register notice.

II. Discussion HDI has the authority to conduct licensed activities under Provisional License No.
DPR-5, Renewed Facility License No. DPR-26, and Renewed Facility License No. DPR-64 for the IPEC and the general license for the IPEC independent spent fuel storage installation. These licenses provide, among other things, that the respective facilities are subject to all rules, regulations, and orders of the NRC now or hereafter in effect. The facilities consist of three pressurized-water reactors located in Buchanan, New York, in Westchester County, all of which are permanently shutdown.
On December 19, 2019, HDI submitted to the NRC the PSDAR for the IPEC, contingent upon the transfer of the IPEC licenses to HDI (ADAMS Accession No. ML19354A698). Paragraph 50.82(a)(4)(i) of title 10 of the Code of Federal Regulations (10 CFR) states that a PSDAR must contain a description of the planned decommissioning activities along with a schedule for their accomplishment, a discussion that provides the reasons for concluding that the environmental impacts associated with site-specific decommissioning activities will be bounded by appropriate previously issued environmental impact statements, and a site-specific DCE, including the projected cost of managing irradiated fuel. The IPEC license transfer transaction closed on May 28, 2021. Accordingly, pursuant to 10 CFR 50.82(a)(4)(ii), the NRC is noticing receipt of the PSDAR and making it available for public comment.
III. Request for Comment and Public Meeting The NRC is requesting public comments on the PSDAR, including the DCE, for the IPEC. The NRC will hold a public meeting in the vicinity of the IPEC to discuss the PSDARs content and receive comments. The date, time, and location of the meeting 4
 
will be provided in a future Federal Register notice.
