Wayland, NY, 14572 Email: hbauer@frontiernet.net Phone: 15853352623 General Comment Holtecs Plan (PSDAR) gives woefully inadequate or non-existent treatment to key safety and financial issues affecting the New York Metropolitan Area.

1) Visual inspection of canisters is inadequate. Pressure monitors, etc. are needed. Maintaining, monitoring and retrievable are part of a safe design, given explosive hydrogen risks.
2) SNF walls of 1/2" are too thin! 10"-20" are better in hardened buildings.
3) HBU fuel is hotter and riskier to rush.
4) Site remediation in PSDAR into the Hudson and groundwater is inadequate.
5) Radiation monitoring on and off site is inadequate.
6) Earthquate and Pipeline (42" High pressure Algonquin) risks aren't adequately considered.
7) Emergency planning and response is inadequate. Think Fukashima, Japan's underestimates.

8)Transport: Barge through metro NYC? Aging infrastructure for roads, bridges, overpasses and tunnels all present great hazards.

9) Native and minority communities seem disproportionately effected. Interim storage? Please think deeply.
10) Stop License Extensions for Nuclear harvesting for decades, now.
11) Once Holtec takes the $2.3 B DTrustFund there is no transparency with a privately held company.
