HOLTEC DECOMMISSIONING INTERNATIONAL, LLC, INDIAN POINT ENERGY CENTER UNITS 1, 2 AND 3 - NRC INSPECTION REPORT NOS.
05000003/2024001, 05000247/2024001, AND 05000286/2024001
Dear Kelly Trice:
On February 15, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection under Inspection Manual Chapter 2561, Decommissioning Power Reactor Inspection Program, at the permanently shut down Indian Point Energy Center Units 1, 2, and 3. The inspection examined activities conducted under your licenses as they relate to safety and compliance with the Commissions rules and regulations, and the conditions of your licenses. The inspection consisted of observations by the inspectors, interviews with site personnel, a review of procedures and records and plant walk-downs. The results of the inspection were discussed with Frank Spagnuolo, Site Vice President, and other members of your staff on February 15, 2024, and are described in the enclosed inspection report.
Based on the results of this inspection, no violations of more than minor security significance were identified.
In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter and your response, if any, will be made available electronically for public inspection in the NRC Public Document Room or from the NRC document system (ADAMS),
accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html. However, the material enclosed here contains Security-Related Information in accordance with 10 CFR 2.390(d)(1) and its disclosure to unauthorized individuals could present a security vulnerability.
Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room or from the NRCs document system (ADAMS). If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information-Withhold from public disclosure under 10CFR2.390 in accordance with 10CFR2.390(d)(1) and follow the instructions for withholding in 10CFR2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10CFR2.390(b)(1)(ii).
