Singh Technology Campus, 1 Holtec Blvd., Camden, NJ 08104 Telephone (856) 797-0900 Fax (856) 797-0909 HDI-IPEC-24-018 Annual Environmental Protection Plan Report For the 2023 Calendar Year Pursuant to Appendix B to Facility Licenses Indian Point Unit Nos. 1, 2, and 3 Subsection 5.4.1 of Appendix B to the Nuclear Regulatory Commission Facility Operating Licenses for Indian Point Units 1, 2, (issued April 24, 1981) and 3 (issued May 26, 1981), requires that an Annual Environmental Protection Plan Report (the Report) describing implementation of the facilities Environmental Protection Plan (the EPP) for the previous year be submitted to the NRC prior to May 1 of each year. This Report is for the 2023 calendar year.
Subsection 5.4.1 of Appendix B specifies that the Report shall include summaries and analyses of the results of any EPP activities (environmental monitoring) required by Subsection 4.2 of the EPP for the reporting period.

Please provide a response that clearly describes the details for the outfalls that are permanently closed along with a request to remove them from the SPDES permit. For the outfalls still in use, please describe the current and expected activities, sources of their discharges, and the receiving water. Any request for waivers should be clearly explained and justification provided.

Addional Informaon for IPEC SPDES Submial Page 1 of 10 Site Background Indian Point Energy Center (IPEC or the site) is comprised of three electricity generang units, namely Unit 1, Unit 2, and Unit 3. Units 1 and 2 were purchased by Entergy in August 2001 from Consolidated Edison (Con Ed), and Entergy purchased Unit 3 in November 2000 from the Power Authority of the State of New York. IPEC consists of approximately 239 acres of land on the east bank of the Hudson River at Indian Point, Village of Buchanan in upper Westchester County, New York. The site is about 24 miles north of the New York City boundary line. The nearest city is Peekskill, 2.5 miles northeast of Indian Point.
Unit 1 is a closed-cycle four-loop pressurized water reactor, designed by Babcock and Wilcox. Con Edison was the principal contractor and had responsibility for the construcon, tesng, and inial startup of Unit 1 in 1962. Unit 1 received a construcon permit in 1956. A Provisional Operang License (DPR-5) was issued in 1962. Unit 1 operated at a maximum steady state power level of 615 thermal megawas and a net electric generang capacity of 265 MWe. Unit 1 was shut down on October 31, 1974, and the reactor was defueled in January 1976.
Unit 2 and Unit 3 are both a single-unit pressurized water reactor (PWR) supplied by Wesnghouse Electric Corporaon. The rated gross electric output of the units is approximately 1,028 megawas electrical (MWe) when operang at approximately 3,216 megawas thermal (MWt). The nuclear steam supply system consists of a pressurized water reactor, Reactor Coolant System, and associated auxiliary "uid systems. The Reactor Coolant System is arranged as four closed reactor coolant loops, each containing a reactor coolant pump and a steam generator, connected in parallel. An electrically heated pressurizer is connected to the loop associated with Loop 4 Steam Generator. Unit 2 was shut down on April 30, 2020, and the fuel was permanently removed from the reactor vessel and placed in the spent fuel pool on May 12, 2020. Unit 3 was shut down on April 30, 2021, and the fuel was permanently removed from the reactor vessel and placed in the spent fuel pool on May 11, 2021.
In accordance with a Membership Interest and Purchase and Sale Agreement (MIPA) between Entergy and Holtec Decommissioning Internaonal (HDI), HDI Indian Point 2, LLC and HDI Indian Point 3, LLC acquired all the equity interest in Entergy Nuclear Indian Point 2, LLC and Entergy Nuclear Indian Point 3, LLC in a transacon that closed on May 28, 2021.
By leer dated May 28, 2021, the U.S. Nuclear Regulatory Commission (NRC) transferred control of Provisional License No. DPR-5 and Renewed Facility License Nos. DPR-26 and DPR-64 for Indian Point Nuclear Generang Staon Units 1, 2 & 3 as well as the general license for the IPEC Independent Spent Fuel Storage Installaon (ISFSI) to HDI Internaonal subsidiaries, HDI Indian Point 2, LLC (HDI IP2) and HDI Indian Point 3, LLC (HDI IP3). The leer also transferred ENOIs operang authority (i.e., its authority to conduct licensed acvies at IPEC) to HDI Decommissioning Internaonal, LLC (HDI).

Addional Informaon for IPEC SPDES Submial Page 2 of 10 Facility Informaon The principal structures at IPEC consist of three Containments, Fuel Handling/Storage, and Turbine Buildings, the Chemical Systems, Nuclear Services and Superheater Buildings (Unit 1), two Primary Auxiliary Buildings (Units 2 & 3), the Maintenance Outage Building (Unit 2), the Outage Support Building (Unit 3), the Emergency Diesel Generator Buildings, the Generaon Support Building, the Intake/Screenwell Structures, the Discharge Canal, and the ISFSI. Addional support buildings and facilies are present at the site.
The Hudson River is used to provide a connuous "ow of water as a cooling medium to various sources of the IPEC Site. Hudson River water enters the Unit 2 or Unit 3 Intake Structures via Circulang Water or Service Water Channels. Six channels provide water to the circulang water pumps, one channel per pump. The center channel is paroned into two secons from the traveling screens to the service water pump's inlet stop log guides. Both secons then discharge into a common bay that supplies river water to the service water pumps.
Each circulang water pump takes sucon from the intake structure and discharges to its associated condenser waterbox. Discharges from all Units enter the Hudson River via the ouall structure in the Discharge Canal.
Operaon of these systems at IPEC is under the guidelines and regulaons of the SPDES permit (NY00044772).
SPDES Historical Informaon NYSDEC sta issued a SPDES permit for the Staons in 1987. In April 1992, Consolidated Edison and the New York Power Authority "led a mely SPDES renewal applicaon with the Department. As a result, the Staons have connued to operate pursuant to secon 401(2) of the State Administrave Procedure Act.
In May 2017, the last full technical review was performed and the SPDES permit (SPDES #NY0004472) became eecve with a new "ve-year term and expiraon date of 4/30/2022. Holtec submied a mely renewal applicaon and connues to have coverage under the exisng SPDES permit pursuant to the State Administrave Procedure Law.
Addionally, IPEC has a SPDES Permit (#NY0250414) which governs stormwater discharges from transformer vaults. The permit expired on 3/31/2023 and Holtec submied a mely renewal applicaon.
Dra renewal Permit was noced in the Environmental Noce Bullen for a 30-day public comment period ending on September 9, 2022. Based on the comments NYSDEC sta received on SPDES permit No. NY0250414, DEC will combine both permits into a single SPDES permit.
On October 9, 2022, Holtec was no"ed that the NYSDEC was conducng a comprehensive review of the SPDES permits.

IPEC Oualls For SPDES Permit #NY00044772, the Discharge Canal in the current SPDES permit is iden"ed as Ouall 001 and contains all service water cooling and low-volume waste streams as well as the circulang water system discharge. Addionally, the following internal streams contribute to this ouall:

Decommissioning Updates since 2021 Following shutdown of Unit 3 in April 2021, the total plant discharge and cooling water needs have been reduced. As a result, one Service Water pump is in service at both Units 2 and 3. Addionally, one Circulang Water pump is used at Unit 2 for diluon "ow of liquid radiological waste. This is because the "owrate of the one pump is sucient to provide adequate diluon "ow in accordance with the minimum requirements of the SPDES permit. Another Circulang Water pump remains available at Unit 2 if addional diluon "ow is desired but is not required. Flows to the internal oualls from these systems are gradually being reduced and some systems have been drained and removed from service.
As a result, the following updates are being requested as part of this applicaon submial.

At no time shall the maximum discharge temperature at Outfall 001 exceed 43.3°C (110°F).
The existing thermal variance is no longer necessary and is not being requested in this application.
Therefore, these two special conditions no longer apply and should be removed.
4 The maximum discharge temperature at Outfall 001 shall not exceed 34°C (93.2°F) for an average of more than ten days per year; provided that the daily average discharge temperature at Outfall 001 shall not exceed 34°C (93.2°F) on more than 15 days between April 15 and June 30 in any year.
9 9.a. The service water system may be chlorinated continuously.
9.b. Should the condenser cooling water system be chlorinated, the maximum frequency of chlorination for the condensers of each unit shall be limited to two hours per day. The total time for chlorination of the three units for which this permit is issued shall not exceed nine hours per week. Chlorination shall take place during daylight hours and shall not occur at more than one unit at a time.
The chlorination systems are permanently out of service.
Therefore, these three special conditions no longer apply and should be removed.
10 Special Condition 10 has been removed from the permit as sampling for total residual chlorine is now performed using grab samples.
11 Grab samples shall be taken at least once daily during low level service water chlorination and at least once every 30 minutes during high level service water chlorination. During service water chlorination, Outfall 001 TRC concentrations may be determined by either direct measurement at Outfall 001 or by multiplying a measured TRC concentration in the service water system by the ratio of chlorinated service water flow to the total site flow.

Addional Informaon for IPEC SPDES Submial Page 6 of 10 To accommodate the Holtec Hi-Li Crane installaon in the Unit 3 Fuel Storage Building (FSB), the exisng Unit 3 Liquid Radwaste Processing System (LRPS) skid was removed from the FSB Truck Bay. As a result, Unit 3 euents that would be discharged via sub-ouall 01D are currently transferred to the Unit 1/2 Integrated Liquid Waste Processing (ILWS) System where they are processed and subsequently released via sub-ouall 01D. A replacement for the Unit 3 LRPS skid is currently being evaluated.
As previously menoned, when Units 2 and 3 were shut down in 2020 and 2021, respecvely, all fuel was transferred from the Reactor Vessel to the Spent Fuel Pools and fuel transfer campaigns have been on-going at the Site since then. All of Unit 2s spent fuel has been transferred to the Independent Spent Fuel Storage Installaon (ISFSI) early in 2023 and the Spent Fuel Pool Cooling System is no longer required to be in use. As a result, Unit 2s Component Cooling Water (CCW) System has been secured is no longer in service as well as various Service Water System loads. It is ancipated that all of Unit 3s fuel will be transferred to the ISFSI by the end of 2023 and Unit 3s CCW System and addional Service Water loads will be secured and no longer be in service.
As decommissioning progresses, more systems associated with the remaining oualls will be removed and plant discharges and cooling water needs will connue to be reduced.
