Site specific examples of the low-level radioactive waste shipping reports pursuant to 10 CFR 20, Appendix G are provided in the following ADAMS Accension Numbers: ML21323A108, ML21355A211, and ML22013A706.
Also, please provide examples of actions HDI has taken during preparation of shipments to predict and mitigate undesirable conditions which could contribute to delays in shipments beyond the 20-day requirement.
RESPONSE
HDI has taken the following actions to ensure preparation of shipments to predict and mitigate the undesirable conditions which would contribute to shipping delays beyond the 20-day requirement:
HDI is contracted with Waste Control Specialists (WCS) for transportation and disposal of all radioactive waste at the Indian Point site.
The agreement with WCS includes a WCS Shipping Services individual dedicated for onsite support to ensure packaging and shipment arrangements are made in accordance with state and federal guidelines.
WCS, under direction from HDI, has completed onsite training to ensure that the individuals packaging radioactive waste are aware of the requirements of 49 CFR 172, Subpart H and the intent of NRC IE Bulletin 79-19.
HDI utilizes an online portal for tracking of site waste profiles and waste shipments.
Daily reports of railcar locations are sent to the HDI Waste Manager at IPEC with reporting starting the day the shipment leaves the Indian Point site. The online tracking portal is part of the service provided by WCS.
Additionally, standard shipping containers and weights are maintained whenever possible to help eliminate any potential delays.
