Reactor Decommissioning Program

  • 26 Power Reactors Currently Undergoing Decommissioning:

- 17 in Active Decommissioning*

- 9 in SAFSTOR Maine Yankee

  • 7 Announced Shutdowns
  • License termination is expected at Humboldt Bay, La Crosse, and Zion Units 1 & 2 by 2021

The NRCs Decommissioning Mission

  • The NRCs mission during decommissioning is to ensure safety until the plant has been radiologically decommissioned and the license is terminated.
  • NRC safety oversight continues with licensing and inspections until the license is terminated.

Resident Inspectors

  • The Reactor Oversight Program was observe final shutdown transferred to the Inspection Manual of Indian Point Unit 3 Chapter 2561, Reactor Decommissioning Inspection Program.

Reactor Decommissioning Process

  • May 11, 2021, Entergy certified permanent cessation of Unit 3 operations and permanent removal of fuel from reactor. Unit 2 was certified on May 12, 2020.
  • The Holtec PSDAR was submitted to the NRC as supplemental information to the license transfer application on Dec. 19, 2019.

NRCs PSDAR Review Process

  • After the licensee submits its certification of permanent removal of fuel from the reactor vessel, radiological decommissioning can start as allowed by the plants license.
  • The decommissioning activities must not endanger the public health and safety or the environment.

PSDAR Summary

  • Holtec Indian Point PSDAR Summary:

- Spent fuel in dry cask storage by 2024

- Completion of decommissioning by 2033

- Decommissioning Trust Funds (~ $2.4 B) are adequate to complete the decommissioning

- Environmental impacts will be less than the previously issued Environmental Impact Statement and the site-specific assessment in the PSDAR.

  • NRC staff began formal review the Holtec PSDAR on May 28, 2021, after the license was amended making Holtec the new site owner.

License Termination

  • NRC will continue to inspect the site to ensure the site is decommissioned safely.
  • NRC will continue to inspect the spent fuel in dry storage to ensure it is safe and secure until removed from the site.
  • License Termination Plan (LTP) must be submitted to NRC at least 2 years prior to requesting license termination.
  • The LTP is approved by license amendment after NRC review; there will be a public meeting and opportunity for a hearing.
