Re: EJ Information for Site Audit Alicia, As far as I know Environmental Justice (EJ) hasn't been included in previous site audit needs lists for other license reviews. I would like to now include one item that will help us more adequately address the Subsistence Consumption of Fish and Wildlife, Section 4-4 requirement of the EJ Executive Order 12898.LIC-203, Appendix D, Page D-10, Section 5, requires us to "take into account different patterns of living and consumption of natural resources, such as subsistence consumption." Rather than continuing to say in our SEISs that "NRC staff found no unusual resource dependencies or practices, such as subsistence agriculture, hunting, or fishing...," which, based on our limited review, begs the question of proof; we should consider presenting a more defensible position of quantitatively demonstrating that the dose risk to an individual living organically off the land consuming fish and wildlife along with surface and ground water, crops, and other organic materials is negligible.

I have reviewed the current radiological sampling data in SSES's 2005 Annual Radiological Environmental Operating Report, which provides sampling data for ground water, surface water, drinking water, crops, terrestrial vegetation, and fish, but lacks sampling data on game animals (wildlife).

I would like to include the following question in our site audit needs list: Is there or has there ever been any radiological wildlife sampling (i.e., animals such as deer, squirrel, turkey, pheasant, and other game birds and animals) in the vicinity of the Susquehanna Steam Electric Station?Wildlife sampling may or may not have been conducted in the past by the plant or independently by or for the Pennsylvania Game Commission or health department to ensure that people who consume meat from wildlife are not at an increased risk of exposure due to accumulated radionuclides and/or other contaminants in the environment that could be attributed to the nuclear power plant.Let me know if you have any questions.

Re: EJ Information for Site Audit Alicia, As far as I know Environmental Justice (EJ) hasn't been included in previous site audit needs lists for other license reviews. I would like to now include one item that will help us more adequately address the Subsistence Consumption of Fish and Wildlife, Section 4-4 requirement of the EJ Executive Order 12898.

LIC-203, Appendix D, Page D-10, Section 5, requires us to "take into account different patterns of living and consumption of natural resources, such as subsistence consumption." Rather than continuing to say in our SEISs that "NRC staff found no unusual resource dependencies or practices, such as subsistence agriculture, hunting, or fishing...," which, based on our limited review, begs the question of proof; we should consider presenting a more defensible position of quantitatively demonstrating that the dose risk to an individual living organically off the land consuming fish and wildlife along with surface and ground water, crops, and other organic materials is negligible. I have reviewed the current radiological sampling data in SSES's 2005 Annual Radiological Environmental Operating Report, which provides sampling data for ground water, surface water, drinking water, crops, terrestrial vegetation, and fish, but lacks sampling data on game animals (wildlife).

I would like to include the following question in our site audit needs list:

Is there or has there ever been any radiological wildlife sampling (i.e., animals such as deer, squirrel, turkey, pheasant, and other game birds and animals) in the vicinity of the Susquehanna Steam Electric Station?

Wildlife sampling may or may not have been conducted in the past by the plant or independently by or for the Pennsylvania Game Commission or health department to ensure that people who consume meat from wildlife are not at an increased risk of exposure due to accumulated radionuclides and/or other contaminants in the environment that could be attributed to the nuclear power plant.

Let me know if you have any questions.

As you are writing the preliminary draft EIS note any documents you may need for the site audit. Submit both the draft and informational needs to me by your due date. I will be sending out the informational needs list to PPL around April 2, 2007.

  • Thanks Alicia
