NRC LIC-109 Acceptance Review Results for Susquehanna License Transfer (EPID L-2022-LLM-0003)
- Katie, By letter PLA-8015 dated September 29, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No.ML22272A603), Susquehanna Nuclear, LLC (the licensee) requested U.S.Nuclear Regulatory Commission(NRC) approval of an indirect transfer of control of Renewed Facility Operating License Nos.NPF-14 and NPF-22 for the Susquehanna Steam Electric Station, Units 1 and 2, as well as the general license for the independent spent fuel storage installation. The licensee also requested NRC approval of conforming license amendments. The NRC staff performs an acceptance review of an application to determine if the scope and depth of provided information is sufficient for the staff to complete its review. The NRC staff also performs an acceptance review to identify whether an application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff concluded that the licensees submittal provides information in sufficient detail to enable the NRC staff to complete its detailed review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed review, the NRC staff may identify issues that affect its ability to complete the detailed review despite completion of an adequate acceptance review. If the NRC staff needs additional information, it will notify the licensee by separate correspondence.
Based on its initial review of the application, the NRC staff estimates that it will take approximately 340hours to complete its review of the application and that it will complete its review on or by March 31, 2023. However, the staffs estimates could change because of several factors, such as requests for additional information, unanticipated addition of application scope, NRC advisory committee reviews, parallel reviews of industry program initiatives or pilot applications, or hearing-related activities. If complexities or challenges during the review cause significant changes to the estimated hours or completion date, the staffs licensing project manager will communicate the new estimates and reasons for the changes to the licensee during routine interactions.
The licensees application indicated that if the NRC approves the order, then the license transfers may occur at any time within one year after issuance of the order. Because of the uncertainty associated with the license transfer date, the NRC staff may close EPID L-2022-LLM-0003 when it completes its review of the order and draft amendments and, if or when applicable, open a new EPID when the licensee is ready for NRC to issue the conforming amendments.
