NRC Notification to the State of Pennsylvania Re. Susquehanna Steam Electric Station, Units 1 and 2 Amendment - Relocating Staff Qualification Requirements Mr. Shields, I just left you a voicemail, so Im sending this email as a follow-up.

The U.S. Nuclear Regulatory Commission (NRC) is preparing to issue a license amendment for Susquehanna Steam Electric Station, Units 1 and 2. In accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am notifying you of the proposed issuance of this amendment.

Please reply if the State of Pennsylvania has comments on the following requested licensing action submitted to the NRC by Susquehanna Nuclear, LLC (the licensee), Susquehanna Steam Electric Station Proposed Amendment to Licenses NPF-14 and NPF-22: Relocate Technical Specification Unit Staff Qualification Requirements to Susquehanna Quality Assurance Program, by letter PLA-7883 dated March 31, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22090A058).

The proposed amendment would revise Technical Specification 5.3.1, Unit Staff Qualifications, by relocating the specific minimum qualifications for unit staff to the quality assurance program and referring to the quality assurance program for the minimum qualification requirements for comparable positions.

The proposed no significant hazards consideration for this amendment request was published in the Federal Register on July 15, 2022 (87 FR 42510).

Please respond with comments, if any, by October 5, 2022.

Thank you, Audrey Klett, Senior Project Manager U.S. Nuclear Regulatory Commission Office of Nuclear Reactor Regulation Division of Operating Reactor Licensing Plant Licensing Branch 1 301-415-0489
