ER Acceptance Review - Susquehanna

Fred, Ellen and I have reviewed Chapters 7 and 8 of the applicant's Environmental Report (ER) for the Susquehanna Steam Electric Station (SSES) and find it acceptable in its current form.

The information required by the NRC appears to be present. The ER evaluates alternative plant construction on the SSES and not at alternate greenfield sites; the applicant strictly refers to undetermined greenfield stes as having greater impact. Our approach for the greenfield sites will be to use information provided in the GELS. The applicant also does not evaluate new. nuclear beyond their determination that it is not likely it could be licensed and constructed by the time the existing operating licenses expire. Their treatment of these issues is consistent with other ERs we have reviewed.

I will likely need clarification on some information presented in the ER, maps and/or aerial photographs showing areas of previous disturbance and possible locations of alternative generation plants, and possibly copies of some of their references. At this time Ellen will help me go through the references and collect what we can. We will prepare a list of those we will need from the applicant. Typically, we just get copies at the site audit, but given the timing of the audit, I may want to request these references beforehand.
