WNP-2 Preparedness and Washington State Authority Over the last several aenths, the FEMA Region X office has been discussing their concerns with us, the FEMA Office of General Counsel, the State of Washington and the Nuclear Regulatory Ccmmission (NRC)Region V office about the language in the Washington State procedures and the position of the Energy Facility Site Evaluation Council (EFSEC)that the State, has the authority to shut down or take certain actions with regard to the onsite operations of the WNP-2 nuclear power plant.This represents an unusual situation which, without appropriate planning and training, could impact actual response actions.FEMA became involved because procedures to implement the State authority to shut dawn the NNP-2 plant appeared in offsite plans, which fall within FEMA's jurisdiction to review and evaluate.There were also some inconsistencies between the State plan and the EFSEC procedures to implement the authority'to shut down the plant.Hcruever, we have recently become aware that the State plans are based in part on a Memorandum of Understanding between the NRC and the State of Washington.
