,EXECUTIYESUMMARYA.ProjectDirectorTheProjectpercentcompletetableandcurvewererevisedthismonthtoincorporatethescheduledstartupturnoverdates(STR's),revisionstothescheduledconstructionreleasedates,andthecorrespondingconstructioncommodityplan.Thescheduledconstructionreleasedateswererevisedbasedonreconcilingthearea/systemschedulestothemilestoneschedules.TheplannedandactualpercentcompletewerealsorevisedtoreflectthelatestestimatedcommoditiessuchasconduitandLargeBorePipeWelds.Thepercentcompleteplancurveshows,forillustration,thenewplanandthepreviousplanforearningpercentcomplete.Theprojectthisperiodearned1.1percentprogressagainstthescheduled1.3percentreflectedinournewplanningprofile,andisatacumulative82.7percentcomplete.ItistheintenttokeeptheBasePlanasshowninfuturereports.TheProjectisslightlybehindschedulefortheMarch1985IntegratedFlushMilestone.ManagementisaddressingthosekeyareaswheretheProjectisbehindschedule,andamanagementplaniseitherinplaceorbeingdevelopedtorecoverortomitigatetheconsequenceofthatsituation.EmphasisisbeingplacedoncompletingallworknecessarytosupporttheIntegratedSystemFlushMilestone.ThismilestonerepresentsamajorsteptowardachievingtheFebruary1986fuelload.AsstatedinthelastProjectReport,arapidtransitionhastakenplaceontheProjectwithemphasisshiftingfrombulkconstructiontothatworkrequiredtosupporttheStart-upandTestschedule.Thistransitionisbeingaccompaniedbyestablishmentofcleardefinitionofthescopeofeachsystemortestablesub-system.Awalk-downprocessisbeingutilizedtoestablishsystemstatuswhichallowsthedevelopmentofdefinitiveshort-termscheduleswhicharenecessarytocontroltheProjectatthisstageofcompletion.Emphasiscontinuedonfinalizationofthearea/systemschedules,whichwillintegratethenon-systemrelatedto-goworkwiththatworknecessarytosupportthenear-termtestschedules,allowingtheearliestcompletionofthetotalProject.Asoftheendofthisreportperiod,allarecompletedandbeingusedbyconstructionFieldForces.ArevisedTurnoverMatrixhasbeendevelopedanddistributedtotheProject.Insomefewcases,scheduledconstructioncompletionturnoverdatesdonotsupportthestart-upandtestprogram.TheProjectisactivelypursuingwork-aroundplanstoaddressthesedisconnects.TheProjectisaddressingINPOconcernsandhasbeguntoevaluatetheinterimresultsandpreparecorrectiveactionplanswheredeemednecessary.WeanticipatetheINPOFinalreporttobereleasedtotheProjectinJanuary,1985.TheProjectwillbeinpositiontorespondtotheINPOauditevaluationinarapidandpositivemanner.

TheProjectparticipatedintheNRCCaseloadForecastpanelmeetingsheldonsiteOctober30-31.Theresultsofthisvisitwillbereportedtomanagementassoonastheyareknown.TheProjectispreparingfortheNRCConstructionteamInspection(CTI)scheduledforDecember3rdtothe14th.The-resultsofthisinspectionwillbereportedtotheprojectinanexitinterviewscheduledforDecember14,withthefinalinspectionreporttobeissuedbytheNRCatalaterdate.MAJORPROBLEMS1.ScheduleControlAMasterTrackingSystem(MTS)orPunchlistisbeingdeveloped13weekspriortoreleaseofasystemorBIPfortestfrominformationintheengineering/planningfileandasystemwalk-down.Thisdocument(MTS)isusedtoscopetheworkremainingandisscheduledontheThirteenMeekLookAheadSchedule.Fourweekspriortoreleasefortest,asystemwalkdownisconductedandanyrefinementstotheMTSwillbemade.'heimplementationofthissystemwillenhanceourabilitytoscope,status,andconsequentlycontrolthework.Inaddition,theprioritizationofremainingworkandthedeploymentofProjectefforttowardsdefinedturnoverandtestobjectiveswillimprovescheduleperformance.Thecablebacklogis143,000ft.asofNovember26th.The"TigerTeam"hasbeenabletoidentifyandresolveconstraintstoracewaycompletionwhichisthekeytocablepulling.TheareacontinuestoreceivecloseManagementattention.3.LareBoreSuportsAHangerActionCommitteehasbeenestablishedunderthedirectionoftheSWECProjectDirector.Thefollowingspecificactionshavebeentakentoincreasethehangerproduction:a)b)c)d)ITTGEngineeringOrganizationhasbeenaugmentedbySWECEngineering.DailyNSDsign-outsessionsareheldbySWECandITTG.Constructabilityreviewsareheldpriortohangerinstallation.Planofthedaymeetingsareheldtoresolvehardspots.Considerableimprovementinactualrateofhangercompletionhasbeenobserved.Continuedmanagementattentionwillbeappliedtothisactivity.4.StressReconciliationProramAmajorefforttoidentifyandcompletehangersrequiredtosupportthestressreconciliationefforthasbeeneffectiveinbringingtheprojectbackonschedulein-thisarea..Ofthe330totalAXpackagesrequiredtobeanalyzed,26havebeen'completedbyengineeringandabacklogofapproximately75As-BuiltpackagesexistintheEngineeringoffice.

Apreliminary,evaluationofthereviewindicatesthatconstructionisoneweekbehindscheduleandthatStart-UpandTestisapproximatelythreeweeksbehindschedule.TheFlushPathswhichhavethepotentialtoimpactintegratedflushareasfollows:1.001AMainSteamSystemThisflushpathiscurrentlyonscheduleduetogoodprogressforthemonth.33.001AHighPressureCoreSprayThissystemhasbeenrescheduledtoreleaseDecember3,1984.AlthoughsomereliefwasobtainedthroughreschedulingthepotentialforimpactingintegratedflushstillexistsduetoamaterialshortagecausedbyanISIproblem.38.001BSpentFuelPoolCooling8Clean-UpThisactivityiscurrentlyoneweeklate.Start-Upisevaluatingworkaroundplantoaccomodatethisnegativity.ThesystemisscheduledforreleaseDecember19,1984.38.001GSpentFuelPoolCoolingandClean-UpThescheduledreleasedate,forthissystemisDecember17,1984.Thesystem'spresentlyoneweekbehindschedule.TheevaluationofStart-Up5Testlogicassociatedwith38.001B(above)mayresolvethenegativity.TurbineGeneratorTheturbinegeneratormi1estoneiscurrentlyonschedule.FivesystemswerescheduledtoturnoverduringtheNovemberperiod.AllfivesystemshavebeenreleasedtoStart-Up&Test.

III.CONSTRUCTIONA.6eneralOuringNovember,effortscontinuedtoestablishafinerintegrationofcriticalsystemworkwiththeTestingProgram.Alistof"criticaltotesting"releaseswereemphasizedtobetterprioritizeconstructiontasks.Workcontinuedonthedevelopmentofareaschedulesbyconstructionmanagementandplanning.Increasedlevelsofovertimebecamenecessarytosatisfyscheduledemandsandtheinabilitytomaintainqualifiedpipefitter/weldermanpower.
