Exercise Report for the August 7,1985, Exercise of the Offsite Radiological Ehergency Preparedness Plans for the San Onofre Nuclear Generating Station Attached is one copy of the Exercise Report for the August 7, 1985, joint exercise of the offsite radiological emergency preparedness plans for the San Onofre Nuclear Generating Station. The plant is located on the Cam Pendleton Marine Corps Base, adjacent to the Pacific Ocean in San Diego County about 2.5 miles southeast of the City of San Clemente, California.

The State of California, and Orange and San Diego Counties, which are located in the plume emergency planning zone (EPZ), participated in the exercise.

In accord with the exercise plan, the State of California participation was minimal and the State Office of Emergency Services did not activate the State Operations Center.

However, the participation by the counties was extensive.

The exercise report was prepared by Region IX of the Federal Emergency Management Agency (FEMA) and includes the coninents resulting from the Regional Assistance Ccrnmittee review. There were no deficiencies observed at the exercise. There were inadequacies identified which require corrective actions and several areas were reccmnended for improvement. These are discussed in the section entitled, " Exercise Detail -Narrative." Additional equipment, training, and coordination meetings among the various response agencies are being reccrmended to accomplish these im rovements and thereby enhance the emergency response capability of the involved governments and agencies.

The inadequacies identified did not detract fran the overall capability demonstrated by the State of California, and Orange and San Diego Counties to protect the health and safety of the public in the event of a radiological emergency. Based on the results of the August 7, 1985 exercise, FEMA considers that offsite radiological emergency preparedness is adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public living in the vicinity of the site in the event of a radiological emergency.

. FEMA Region IX has furnished a copy of the exercise report to the State of California. A schedule of corrective actions has been requested from the State. The Region will assure ccrnpletion by the State of the necessary corrective actions.
