Thank you for your letter requesting a determination of eligibility for inclusion in the National Register pursuant to Executive Order 21593 or the National IIistoric Preservation Act of 1966, as amended. Our determination appears on the enclosed material.

As yau understand, your request for our professional judgment constitutes a part of the Federal planning process. We urge that this information be integrated into the National Environmental Polig Act analysis in order to bring about the best possible program decisions. This determination does not serve in any manner as a veto to uses of property, with or without Federal participation or assistance. Any decision on the property in question and the responsibility for program planning concerning such properties lie with the agency or block grant recipient after the Advisory Council on IIistoric Preservation has had an opportunity to comment.

The southern boundary of the latter extension has been changed to the unnamed drainage flowing into Aliso Creek where it intersects both the proposed extension and the original district boundary.

The included sites contribute to the significance of the Upper Aliso Creek District in that they appear to represent lithic workshop areas associated with lithic source areas in the existing district.

Sites 826 and 905 are extremely sparse with no evidence of subsurface remains.

We feel these sites do not have adequate information potential to justify extending district boundaries.

CA-SDI-6135 CA-SDI-6133 Although it is clear that the above sites are related by the common use of an estuarine /

lagoon environment, the district as defined does not seem appropriate given the inclusion of low, apparently formerly inundated areas unlikely to have cultural deposits, and small number of known sites.

All three sites, however, contain intact deposits which can yield important information about local cultural chronology and Native American exploitation of littoral resources,and can be considered individually eligible.

We are concerned about the extent of disturbance to this site and the resulting loss of integrity and information potential. Please provide more detail on where intact deposits are known and expected, and which surface areas have been disturbed. Please make estimates, if possible, of remaining intact portions of the original site.

Statement of significance: Although we recognize that this site once had considerable research potential, it is unclear additional important information could be obtained.

Please make a stronger case for the continuing research potential of this site given the massive disturbances.
